The Programmer is responsible for analysis, design, coding, component and assembly testing of all application code owned by the Application Team.

Years of Relevant Experience: 8 to 9 years

 

Education: Four year college degree or equivalent technical study with advanced study preferred.

 

Role Description:

 

The Programmer is responsible for analysis, design, coding, testing, migration/deployment and through documentation for each release or fix.  Programmers can also be involved in production support.  Programmers should have a range of knowledge, skills and abilities relating to technologies used in the development of applications supported by the Application Team. The Programmer will work with the primary business stakeholder, functional Architect and technical Architecture specialist on an as needed basis to ensure that requirements, design and code meet the customer needs/request.

 

This person will need experience in working with Vital Statistics data systems (i.e., Birth, Death, Marriage &   Divorce...etc.).  Also this person may be the point person to migrate  VS applications to the latest technologies (.Net FW 4.0, SQL Server 2008, etc.).

 

Duties will include:

1. Analyzing requirements and design the solution based on established application architecture and development standards within the IT department (aka, OMIS)

2. Assist in establishing priorities and schedules, develop and update project plans with key milestones and deliverables as required

3. Create C# code for ASP.NET Silverlight application

4. Create and modify SQL Server stored procedures, triggers & functions

5. Write SQL code to query, update or extract data

6. Create test plans, test scripts and unit tests

7. Participate in system integration testing, fixing bugs and executing test scripts.

8. Participate in system implementation efforts (UAT, test environment setup & end-user support).

9. Write and/or provide content for system documentation.

10. Utilize configuration management tools, design tools, debugging tools and other environment specific software tools in support of the software development process.

11. Work in a team environment using good communication skills, and provide weekly status reports to the project lead/manager.

12.          Participate in code reviews, walk-throughs, daily stand-ups and other project meetings.

 

Working Hours:  Five days a week working 8 hours/days.

•             Start time no earlier than 7:30am but no later than 8:30am

•             End time no later than 5:00pm

•             Lunch time can range between 30-60min, must be a min. of 30min. but cannot exceed more than 60min.

 

Ohio Department of Health (ODH) has a need to augment their development staff that supports the Office of Vital Statistics (VS).  Some projects will enhance current systems where as other project will create automated process to support the front and back office and possibly the local health departments.  The projects depicted below are in priority order:   

   1) Quarterly fee reporting by LHDs with timely invoicing

   2) Death certificate issuance by LHDs

   3) Making death data available in ODH data warehouse.

   4) Automation of IJE files to be sent via the STEVE application
