The Programmer is responsible for analysis, design, coding, component and assembly testing. The focus will be on the elimination of software enhancements and fixes currently contained in the queue of the help desk ticketing system.

 

Agency Overview:

The Ohio Department of Agriculture provides leadership for Ohio’s No. 1 industry – food and agriculture. The department administers numerous regulatory, food safety and consumer protection programs for the benefit of all Ohioans and helps build marketing opportunities for Ohio farmers and food processors. Department staff members inspect meat, poultry, food and dairy processing facilities, in addition to large livestock and other farms. The Ohio Department of Agriculture also houses a food, animal, and plant safety laboratory network that hosts a flurry of scientific activity, including analyzing everyday food and milk products and testing for deadly diseases like anthrax, West Nile, and Avian Influenza. Project

The agency has a backlog of needed software modifications and enhancements contained within the agency ticketing system (ITMS).  Programmer will be assigned priorities and projects in ITMS.   Progress and communication with client will be recorded in ITMS.  Upon completion programmer will close the ticket and work on next assigned ticket. Maintenance of current applications will be a primary focus coupled with the ability to provide technical support to the user base.

 

Majority of projects are coded in various versions of MS Access (2003/2007/2010) linked to SQL Server (2000/2005/2008) databases via either OLE (.adp) or ODBC (.mbd,.accmd).  Programmer must have expert level expertise in all versions.  Corresponding SQL databases contain complex stored procedures, views, triggers and functions which must be evaluated and modified.  Programmer must have proficiency with all versions of SQL as well and interfaces (SQL Enterprise Manager, SQL Studio Management). Plant Health employees manage regulatory and licensing functions via a complex compiled MS Access project (.ade). The agency has shifted development platform from MS Access to VB.net.  More recently developed applications such as Plant Health field inspectors programs have been developed in VB.net.  Maintenance of the MS Access applications is primary responsibility but some VB.net applications also require maintenance and support.  Therefore programmer must have secondary expertise maintaining VB.net applications.

 

The Programmer must fit in teamwork environment as well as follow direction.  Programmer may be responsible for all phases of Systems development life cycle (SDLC); gather project business requirements, analysis of hardware/software requirements, design forms and reports, database modifications, unit testing, user support and training, and maintenance.  Development will be performed in test environment and promoted to production environment upon approval by senior developer or supervisor.  Programmer must use established formats, review and understand existing code, controls, and SQL stored procedures.   Programmer must adhere to agency coding standards, procedures, and complete documentation such as impact analysis and change control. Use of third party tools is prohibited without prior approval by senior programmer or supervisor.  Programmer will participate in weekly developer working group meetings to discuss progress, obstacles, timelines, and goals.

 

Role Description:

All roles specified in PR2 plus the following:

•Plan all required process steps.

•Review and understand the Application Team’s workplan.

•Provide status of work to Team Lead.

•Anticipate, identify, track and resolve issues and risks affecting own work and work of the Application Team. Develop contingency plans as necessary.

•Engage in ongoing process improvement.

•Detailed functional and process knowledge.

•Utilize deep modeling, design and coding skills.

•Provide expertise in one or more database environments.

 

Working hours will be 5 days a week; 8 hours per day - starting no earlier than 7:30AM and ending no later than 5:00PM. State holidays will be observed.

 

Tentative interview dates are Wednesday, 27 Mar 13 and Thursday, 28 Mar 13.
