Project Accountant

FSLA Status:                     Full-Time/ 40 hours per week; Non-Exempt                                                                   

Scope of Position:

The Project Accountant’s main duties are to assist the Division Finance Director (DFD) with managing and analyzing the Alaska Division’s financial performance, assist with annual fiscal budget preparation, assist with budgets for grants and financial management and reporting associated with grants, assist with annual financial statement audits, UGG audits, granting agency audits, and internal audits. The Project Accountant is expected to work in cohesion with the with Salvation Army Northwest (NW) Division Finance Department, which provides bookkeeping, treasury, and other accounting services to the Alaska Division, to include account reconciliations and monthly variance analysis, at unit level. The Project Accountant will be expected to follow internal policies and procedures as well as Financial Accounting Standards Board (FASB) principles for not-for-profit accounting.

Education and Experience:

Bachelor’s degree in accounting or finance is preferred. May substitute seven years of prior work experience in accounting for the degree. At least two years of prior accounting experience. Prior experience in the areas of non-profit, grant, and fund accounting, including the use of non-profit accounting software, is preferred. Proficient in use of computer, Microsoft Office Suite (Word, Excel), multiline telephone system, and general office equipment; ability to perform general and complex mathematical computations using Excel. Basic ability to read and understand non-profit financial statements. Knowledge of general accounting policies, practices, and procedures. Strong written and verbal communication skills. Ability to work professionally and harmoniously with others. Ability to do research and solve problems independently. Ability to prioritize and meet deadlines. Ability to complete multiple projects with a high degree of accuracy while remaining detail oriented. Current Alaska driver’s license with acceptable driving and criminal history backgrounds.

Essential Functions:

Oversee the accuracy and timeliness of government billings, as per contract requirements, and follow up on collections. Serve as a liaison with funders regarding billing and collection issues. Ensure eligibility of grant expenses and accurate coding. Maintain grant-mandated expenditure tracking and documentation. Assure that government grants fiscal reporting requirements are met, and reports are submitted timely. Work closely with government grant recipient units on grant closeout and timely submission of final fiscal reports. Review grant revenues for completeness and accuracy. Work closely with Director of Government Grants & Compliance and grant recipient units to prepare budgets for new grant applications. Maintain copies of new government grant submissions and final executed grant agreements shared folders. Provide monthly grant reports, including outstanding accounts receivable. Stay current on relevant grant information through conferences and training. Assist with divisional annual budgets preparations, including the preparation of annual assessments and allocations. Assist with compiling spreadsheets, reports and back-up for annual financial statements audits, internal audits, UGG audits, granting agency audits and monitoring reviews. Work in conjunction with NW Finance assisting AK officers and employees with GL coding inquiries, GL detail, and other accounting inquiries. Run financial reports on demand, for internal and external users. Review Divisional Headquarter (DHQ) cash deposits to ensure GL coding accuracy. Assist with Medicaid self-audits. Cross-train with Divisional Finance Director on other duties, to serve as back-up. Cross-train with Finance Support Clerk, to serve as back-up. Perform other related duties as assigned.

Work Environment: Work is performed in a well-lighted, heated, and ventilated office setting. The noise level is generally low.

Physical Demands:

Ability to sit, walk, stand, bend, stoop, climb, kneel, and twist on an intermittent basis; grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate proficiently all general office equipment and to lift up to 25 lbs. Ability to spend long periods at computer accessing and producing information. Ability to understand and clearly communicate written and verbal information. Ability to work in a deadline driven business environment during regular business hours and occasionally work additionally as needed to accomplish the demands of the position. Ability to operate a motor vehicle in daylight, darkness, and during periods of inclement weather.

Software-related Skills:  Microsoft Word, Excel and Outlook familiarity preferred. Ability to use new software programs with basic training.

Language Skills:  Must be able to understand, follow and give both written and oral instructions and be comfortable working with diverse individuals in face-to-face contact and over the telephone. The employee must be able to use speech and hearing for ordinary and telephone conversation.

Mathematical Skills:  Must be able to perform simple calculations (addition, subtraction, multiplication, and division) and apply concepts such as ratios and percentages in practical situations.

Performance Skills:  Must be punctual, organized, self-motivated, flexible, and possess a desire to learn and assist those he/she interacts with.

Protect the Mission:  Must complete the online course for this area and pass the Background Checks required by The Salvation Army for employment.

Driver Requirements:  Must be a licensed driver with acceptable driving history. Must also complete and pass The Salvation Army Driver Safety Course.
