Project Administration Driver - Child Maternal TB-HIV Project | PATH

About the Program 

Established since 1974, the Paediatric Society of Papua New Guinea (PSPNG) is the oldest medical society and is committed to caring for children and families in Papua New Guinea.

The Child Maternal TB-HIV Project (CMTHP) is an evolving project of PSPNG and has been in operation since 2016 with the goal to improve care and treatment of children and families affected by TB and HIV.

The CMTHP is based at Port Moresby General Hospital and actively supports PSPNG’s development and paediatric care for TB and HIV throughout PNG. 

The Child Maternal TB-HIV Project receives funding support by the Australian Department of Affairs and Trade (DFAT) and the project is managed through Abt Global-PNG Australia Transition to Health (PATH) Program. 

The project aligns mainly with:

EOIO2 - DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing PHA performance, and building sustainability by transitioning to PHA management in selected provinces.

The project contributes mainly to:

Intermediate Outcome IO3 – Essential Health Services Increased delivery and coverage of selected essential health services.

The project also contributes to:

Intermediate Outcome IO1 – PHA Leadership – Leaders and technical personnel in PHAs/BDoH are performing mandated functions.

Intermediate Outcome IO2 – Women in Leadership – Women in leadership positions are increasingly influencing more equitable health sector decisions.

Project Aim

Improve care and treatment outcomes for maternal TB & children living with TB-HIV.   

Project Objectives:

1. Improve outcomes of mothers & children with TB

Increase number of peri-natal women and children with confirmed TB (Xpert) Decrease Lost to Follow-up Increase Treatment Completed

2. Improve outcomes of children living with HIV or malnutrition

Increase HIV testing Increase mid-upper arm circumference testing for malnutrition Decrease LTFU for malnutrition/HIV Increase Treatment Completed for HIV/malnutrition co-morbidity

3. Health systems strengthening in PNG 

Increase BMU visits throughout NCD and CP Increase persons trained to perform fine-needle aspiration biopsies (FNAB) Partner with NCDPHA BMUS to scale up TB Preventive Therapy (TPT) access  Contribute to national trainings/workshops and guideline development  Strengthen referral pathway to Central & Gulf province

About the Opportunity

The role of the Project Administration Driver is to provide logistical support to the project administration and project teams and is detailed in this Terms of Reference.

Key responsibilities 

Provide support to the project by driving project motor vehicles and project hired motor vehicles with caution to ensure the safety of project staff, other officials, visitors and assets on board. Ensure proper maintenance and safekeeping of assigned project vehicles during working hours by conducting daily pre-start checks of motor vehicles. He/she will be responsible for project vehicle movement, under the direct supervision of the Project Manager and close co-operation with the PATH Fleet Manager. Any other responsibilities as may be reasonably required and requested by the CMTHP and PATH HS.

Key working relationships 

The Driver will work under the general supervision of CMTHP Project Manager based at Port Moresby General Hospital and will report daily to the administration office to provide logistical and administration support for the CMTHP.

About You 

For applications to be considered, a response to the key selection criteria below must be provided. 

At least 5 years of experience as a professional driver with a valid Class “6” driving license.  Outstanding record of safe driving with strong orientation towards safety and specific experience. Working with NGO or diplomatic organizations is highly regarded.  Prior knowledge of the administrative driving experience preferable with excellent familiarity of Port Moresby’s streets, national driving rules and regulations. Demonstrated skills in minor vehicle repair and mechanics but not essential. Excellent interpersonal and communication skills with the ability to work independently and/or as part of a team.
