POSITION DESCRIPTION: Provide technical assistance and lead, manage, and supervise staff and consultants who provide technical assistance for the planning, development, implementation, maintenance, and sustainability of the statewide Project Management Program, Project Performance Program, and Quality Assurance Review Program. Direct, guide, support, and coordinate and communicate effectively with Central Office offices, Districts, local agencies, Federal Highway Administration (FHWA), and industry partners on program initiatives, updates, concerns, and issues. Represent the Department of Transportation. Stay current on best practices and technologies and ensure the latest best practices and state-of-the-art technologies are implemented in the programs. Develop, review, update, and interpret policies, procedures, guidelines, manuals, specifications, memorandums, and short term and long term strategic plans to plan, develop, implement, maintain, and sustain the programs and ensure the effective dissemination to Central Office offices, Districts, local agencies, FHWA, and industry partners. Assess training and education needs and develop and implement training to ensure effective and consistent implementation of the programs.
Direct, guide and support staff to ensure that priority issues are addressed in a timely manner. Routinely and effectively communicate the Department’s Mission, Vision, and Strategic Objectives with staff and develop strategies to implement. Promote the professional development of staff while ensuring timely and quality results. Identify and address employee satisfaction issues. Ensure staff receive the necessary training to accomplish tasks effectively and efficiently. Manage consultant contracts. Assist with emergency operations preparation, response, and recovery.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Project Management, Project Performance, and Quality Assurance Reviews practices, strategies, technologies, research, regulations, policies, standards, guidelines, and applications. Knowledge of transportation engineering principles, design, construction, maintenance, and operations. Knowledge of the principles and practices of supervision and management. Ability to manage and supervise a diverse staff and consultants’ work product and set priorities. Ability to manage multiple engineering programs. Ability to establish and maintain effective working relationships with others. Ability to communicate both verbally and in writing. Skilled in developing and making presentations. Ability to provide leadership in changing environment. Skilled in the use of a personal computer and Department software. Ability to work with contractors, consultants, FHWA, and FDOT staff to develop new programs and maintain existing ones.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Professional Engineering Licensure in the State of Florida, pursuant to Chapter 471, Florida Statutes.
OTHER JOB RELATED REQUIREMENTS: A Level 1 background check is required. This position is required to respond before, during and following emergency situations.
