POSITION DESCRIPTION: Provide technical assistance and lead, manage, and supervise staff and consultants who provide technical assistance for the planning, development, implementation, maintenance, and sustainability of the statewide Project Management Program, Project Performance Program, and Quality Assurance Review Program. Direct, guide, support, and coordinate and communicate effectively with Central Office offices, Districts, local agencies, Federal Highway Administration (FHWA), and industry partners on program initiatives, updates, concerns, and issues. Represent the Department of Transportation. Stay current on best practices and technologies and ensure the latest best practices and state-of-the-art technologies are implemented in the programs. Develop, review, update, and interpret policies, procedures, guidelines, manuals, specifications, memorandums, and short term and long term strategic plans to plan, develop, implement, maintain, and sustain the programs and ensure the effective dissemination to Central Office offices, Districts, local agencies, FHWA, and industry partners. Assess training and education needs and develop and implement training to ensure effective and consistent implementation of the programs. Direct, guide and support staff to ensure that priority issues are addressed in a timely manner. Routinely and effectively communicate the Department’s Mission, Vision, and Strategic Objectives with staff and develop strategies to implement. Promote the professional development of staff while ensuring timely and quality results. Identify and address employee satisfaction issues. Knowledge of transportation engineering principles, design, construction, maintenance, and operations. Knowledge of the principles and practices of supervision and management. Ability to work with contractors, consultants, FHWA, and FDOT staff to develop new programs and maintain existing ones. REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Professional Engineering Licensure in the State of Florida, pursuant to Chapter 471, Florida Statutes.
