Brief Description of PSU/School/Dept The National Policy Consensus Center (NPCC) offers students and faculty real-world experience that informs both research and teaching. NPCC is a credible, neutral forum and provides this asset to leaders and their communities seeking to address public issues and opportunities.

The National Policy Consensus Center is working to fully develop a robust spectrum of collaborative governance activities to improve governance and outcomes for communities and their leaders.

The Center houses the following programs:

Oregon Solutions-the state’s program for collaborative implementation.


Oregon Consensus-the state’s program for collaborative public policy development and dispute resolution.
Oregon’s Kitchen Table-an experiment that sets the table for all Oregonians to weigh in on our most urgent public issues.
National Program-a national program to test and disseminate new collaborative governance models.
Professional Development Program-customized training for professionals, teams and leaders that expand the capacity for collaborative governance within the region.
Academic Programs-training in public policy facilitation and internship opportunities for graduate students throughout the Oregon University System.
Applied Research and Innovation- Research on collaborative governance projects that inform the work in the field.
For information about the National Policy Consensus Center (NPCC), please visit https://www.pdx.edu/policy-consensus-center/ Position Summary The Project Associate supports projects for all programs at the National Policy Consensus Center through providing advanced process support to project managers, assigned project teams, program directors, and other Center related initiatives. 

This position will also participate in project planning, communications and outreach, assessments and budget development as needed. Project participation and support is the majority of the position’s responsibility, with additional time dedicated to supporting and managing internal processes as requested by NPCC leadership. The Project Associate supports project managers in engagement of participants that include a large number of participants with a wide variety of professional, personal, and lived experiences, and overall challenges related to engaging those participants.

Minimum Qualifications Bachelor’s Degree and 2 years of related experience, 1 of those years should be in public service, public administration, public policy, community development, or public engagement.


Excellent interpersonal, oral and written communication skills.
Demonstrated ability to be creative, take initiative, be adaptable, and work both as part of a team and independently.
Proficiency with word processing, spreadsheets, and other software, internet, website management, and other electronic media.
Excellent organizational skills
1-year experience providing project management support
Understanding of the concepts of Institutional and structural racism and bias and their impact on historically excluded communities and a commitment to justice, equity, diversity, and inclusion
Preferred Qualifications Master’s or advanced professional degree with 3 years of related work experience, 2 of those years in public service, public administration, public policy, community development, or public engagement.


Demonstrated experience working with community members and leaders from both urban and rural settings.
1-year project management experience.
1-year experience working with community members and government leaders.
Ability to establish and maintain effective working relationships involving considerable tact and diplomacy with public officials, private organizations, contractors, other PSU employees, and the public.
Ability to listen and identify important concepts or ideas in dialogue and to record or summarize them accurately.
Personal, professional or lived experience in Black, Indigenous, or other communities of color
Experience working across racial, cultural, and linguistic groups
Fluency in more than one language

Work Days/Hours Monday - Friday, 40 hours per week, schedule to be determined Total Compensation Range & Benefits Statement Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity.

The starting annual salary for this position will be between $54,684 and $61,152, but may be negotiated above this range, dependent upon the factors above, the budget of the hiring department, and approval from HR.
