Project Buyer

We currently seek a high caliber (Senior) Project Buyer.
Based in Rotterdam office, you will be working for one of the worlds leading engineering, procurement & construction companies to the Oil, Gas & Petrochemical sector.

Buyers report directly to the Project Purchasing Manager, or Lead Buyer where applicable, and are responsible for performing purchasing activities in accordance with approved project procedures, plans, and global practices within their assigned area of responsibility. Buyers may be assigned to perform other tasks as necessary, such as expediting

Principal Job Duties & Responsibilities
- Maintain knowledge of various commodities, manufacturers, and sources
- Perform supplier prequalification
- Track purchasing documents from engineering pre-commitment phases through PO issuance
- Prepare and issue requests for quotation (RFQs)
- Evaluate quotations and prepare bid summaries / award recommendations
- Perform bid conditioning and supplier negotiations, including reporting and documenting negotiated savings
- Confirm bid summary values against the purchase requisition (PR) estimates
- Prepare, issue, and administer POs and change orders (COs)
- Update milestone schedules in MatMan or an alternate approved system on a real time basis
- Verify and approve invoices for progress payments and final payments in coordination with Accounts Payable
- Negotiate back charges for final settlement
- Complete supplier performance measurements (SPMs)
- Other post-award administration
- Maintain PO files in secure areas at all times and verify documents are appropriately filed within the project shared directory

Typical Minimum Qualifications

Related Education, Experience & Skills:
- Bachelor or Master degree
- Knowledgeable of our industry and related suppliers markets for material and equipment
- Minimum of 10 years experience in procurement, preferably including actual hand-on purchasing gradually developed into sole responsibility for large and complex Purchase Orders (PO's);
- Experience in developing procurement strategies and planning for large individual PO's;
- Experience in working with expediting, inspection, and logistics specialists;
- Knowledgeable of the EPC process and procurements roles, responsibilities and interfaces with Engineering;
- Excellent interpersonal and communication skills in English;
- Commercial skills.
