Burns is currently seeking a Project Construction Manager to join our Railroad & Transit team in Las Vegas, NV.

Summary:

The Project Construction Manager (Transit) will be a member of the Program Management Consultant (PMC) team that supports the development of the Regional Transportation Commission of Southern Nevada’s (RTC) capital projects and associated construction management activities. The PMC provides assistance in areas such as transit planning and operations, design and construction, vehicle procurement and fleet management, information technology (IT), facilities management, Intelligent Transportation Systems (ITS), and safety & security. The PMC, acting as an extension of staff, supports the RTC in all program management functions necessary to ensure projects are completed on time and within budget.

The role of the PMC is to work directly with RTC staff to manage, provide oversight and to coordinate the activities on all active projects, ensuring that RTC managers and staff are setting priorities and making timely decisions as required to meet federal, state, and local requirements for implementation and funding.

The Project Construction Manager (Transit) will provide oversight and management of capital project planning, initiation, environmental studies, right-of-way acquisition, architectural and engineering design, construction, commissioning and startup of RTC facilities and systems. The Project Construction Manager (Transit) will help ensure master plans and schedules are followed, will aid in the development of solutions to program challenges, and will support RTC with the successful completion of projects on time and on budget.

The Project Construction Manager (Transit) should have experience in the following activities associated with the transit or transportation industry:

Program Management services Knowledge of the Federal Transit Administration requirements Federal grant management process Engineering design management Project planning management Construction management Public outreach management Regulatory and compliance experience (including the National Environmental Policy Act) Risk Management

The Project Construction Manager (Transit) must be located near Las Vegas, Nevada.

Essential Duties & Responsibilities:

Providing oversight of architectural, engineering and other specialty consultants including the review of deliverables for conformance with the associated scopes of work, established design standards, intended outcomes of the RTC, and approved budgets and schedules. Assisting the RTC in preparing and managing contracts, including scopes of work, non-technical specifications, selection criteria, and estimated schedules and budgets for other consultants and contractors. Managing and administering construction contracts in accordance with approved design drawings and specifications. Must be conversant with various FTA requirements to ensure the RTC is compliant in the execution of projects and competitive for future federal funding opportunities. Manage the development of RTC capital projects in accordance with FTA’s Construction Management Handbook and Project and Construction Management Guidelines.

Educations & Experience:

Must have a Bachelor of Science (B.S.) Degree in Engineering or related field. At least 10 years of project planning, engineering and construction of major capital projects with at least 5 years of program or project management in transit or related transportation modes.

Certifications, Licenses, Registrations:

Registered Professional Engineer license is desirable but not required. Project Management Professional (PMP) or Certified Construction Manager (CCM) certification is desirable but not required.
