Project Controls - Transmission and Distribution Projects (Hybrid)Overview:

POWER is seeking an experienced and highly motivated Project Controls Specialist to join our team in Toronto, focusing on Hydro One Transmission and Distribution projects in Canada. The ideal candidate will have a strong background in project controls/management, cost control, scheduling, risk management, and reporting, specifically within the utility and energy sector. The successful candidate will play a critical role in supporting the successful delivery of large-scale transmission and distribution projects.

Key Responsibilities:

Project Planning and Scheduling:

Identify and interpret work scope, technical sequencing, and Work Breakdown Structures (WBS).Develop, review, maintain, and update Integrated Master Project schedules for Transmission and Distribution projects.Work closely with project managers, engineers, and other stakeholders to ensure accurate and timely project timelines are maintained.Use scheduling software Primavera P6 and potentially MS Project to review issued schedules, track project milestones, dependencies, and resources.Effectively analyze and review issued schedules and reports for quality and accuracy and can recommend areas of improvement.Assist with resource planning, allocation, and optimization across multiple projects within the program/portfolio.Manage change and keep project teams aware of schedule change.

Cost Control and Budget Management:

Assist in developing, reviewing, and maintaining project budgets and forecasts for projects.Monitor project costs, ensuring alignment with approved budgets, and proactively identify potential cost overruns.Prepare cost performance reports, variance analysis, and cash flow projections utilizing budget and cost-loaded schedules.Work with the project team to ensure timely approval of change orders and manage the impact on the overall budget.

Risk Management and Issue Resolution:

Identify and assess project risks and opportunities related to scope, cost, schedule, and resources.Develop and implement mitigation strategies to reduce project risks and ensure successful project execution.Proactively address any issues related to schedule delays, resource constraints, and budget deviations.Perform Quantitative Cost and Schedule Risk Analysis on project data and present findings and suggestions to the project team. Knowledge and experience in this area is key along with demonstrating previous experience of this including the toolsets used.

Reporting and Documentation:

Prepare regular status reports, dashboards, and key performance indicators (KPIs) for project stakeholders, including management.Report scheduling issues to the program manager and engineer and provide visibility to critical deliverables through phone calls, emails, and/or meetings.Maintain accurate and up-to-date project documentation, including change orders, work progress, and cost documentation.Assist in preparing presentations and reports for client meetings, project reviews, and audits.Assist in reviewing and/or preparing processes and procedures for client project.

Collaboration and Communication:

Act as a liaison between internal project teams, project managers, and external contractors or vendors.Communicate regularly with all project stakeholders to ensure alignment and transparency.Participate in project meetings, providing updates on project performance and addressing any concerns related to cost or schedule. 

Continuous Improvement:

Contribute to the development and implementation of project controls best practices and standards.Provide feedback and suggestions for improving project controls processes to increase efficiency and effectiveness across projects.Education and Experience  Requires a Bachelors in Engineering, Project Management, Construction Management, or a related field.5+ years of experience in project controls, including cost control, scheduling, and risk management, with a focus on transmission and distribution projects, ideally within the utilities or infrastructure sector.Proven experience with project management and controls software, such as Primavera P6, MS Project, Acumen Fuse, PRA, @Risk, and similar tools.Preferred PMP (Project Management Professional) or equivalent certification is required, with additional certification from AACE or PMI considered desirable.preferred Experience with Canadian and/or United States energy or utility projects.Skills and Competencies:Expert knowledge of project control techniques, including Earned Value Management (EVM), critical path analysis, cost and resource forecasting, QSRA, QCRA, Monte Carlo.Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and project management software.Knowledge of Canadian and/or United States project standards, safety regulations, and environmental policies is an asset.Strong analytical and problem-solving skills.Thrives in fast-paced, dynamic environments while managing multiple projectsAbility to work independently and collaboratively within a team.Excellent communication, negotiation, and interpersonal skills.Knowledge of Power BI, Power Query, DAX, Python, and Visual Basic is desirableDeep commitment to understanding and exceeding client expectations. Working Conditions:Hybrid – some office work and occasional travel to project sites across Ontario and possibly to the United StatesFlexibility in working hours to accommodate project deadlines and collaboration with teams in different time zones.
