GILBANE is seeking to hire a Director of Project Controls for our Federal Division. This person could work from our Concord, CA office or any GILBANE office in the U.S.

Gilbane is seeking a Director of Project Controls to be responsible ensuring that all division projects are supported by adequate staff, that the appropriate tools are available for the project controls staff, and that all Division level procedures are maintained and adhered to. This role will sit primarily in the office.

Responsibilities Prepare schedule risk analysis to forecast contingencies. Implement contingency management.Establish and maintain a project program that identifies and quantifies project labor hour forecasts. Prepare and issue schedule analysis narratives including recommendations for corrective actions that are used by business unit management and project teams to manage the work.Provide project consistency between scheduling, cost control, and earned value control.Supervise the development, approval, and issuance of client and internal status reports that effectively communicate schedule status and identify critical path. Motivate the project team to define corrective actions for implementation.Apply practical field experience with planning/scheduling knowledge to identify challenges to the project schedule and suggest mitigation plans.Advise project management of cost and cumulative impact of proposed design or construction changes.Support procurement by preparing cost analysis for subcontractor pricing to determine whether pricing is fair and reasonable.Maintain and trend historical cost data from actual hours, costs, and pricing.Apply practical field experience and constructability expertise to the development of conceptual estimates when minimal design drawings and information are available.Implement and manage the use of standard estimating systems. Define the need and be able to modify the system approach as appropriate to support specific proposal or project requirements.Work with contract administration to ensure projects comply with federal requirements and audits regarding TIA's and REA development and negotiations. Qualifications

EXPERIENCE/EDUCATION

BS or AA in Accounting, Finance, Business, Engineering, Architecture or related field17+ years of progressive experience with increasing responsibilityOr equivalent combination of education and experience

KNOWLEDGE, SKILLS & ABILITIES

Develop, implement and train on standard and project specific cost control procedures in accordance with the Division and/or Business Unit procedures.Identify and communicate key cost issues to project/construction and operations management in a timely manner to allow corrective action to be implemented.Tutor and guide project controls staff in project controls fundamentals, procedures and guidelines.Deploy and modify project control systems as appropriate to support project specific execution requirements.Implement / effectively use / train on company-standard and industry- standard project controls tools and systems to include Primavera Products, MS Project, Deltek Acumen Fuse, etc.

Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.    
For California this ranges from $212,500.00-$292,200.00 plus benefits and retirement program.
