Job DescriptionBy connecting our expertise across services, markets, and geographies, we manage outcome-driven projects that deliver social, economic and environmental value. These include programs of critical national importance in defense, transport, water, clean energy, environmental clean-up, international development and disaster recovery, as well as the shaping of many of the world’s major cities.
Program Controls, consists of the people, processes and tools required not only to control the traditional aspects of project delivery (scope, schedule, cost, risk and documents) but also the integration of inputs from the wider aspects of program delivery such as Stakeholder Engagement, Government legislation, Benefits and Outcomes management, Financing and all other areas effecting the successful delivery of projects.
As Program Controls Lead at AECOM, you will be the right-hand person for the Program Manager, the ‘go to person’ for any information on the state of the delivery of a program and a critical member of the program leadership team.
JOB RESPONSIBILITIES
Lead and manage program controls on a large-scale, complex programEstablish and maintains a Program Controls system monitoring and reporting Scope, Schedule, Cost, Risk and Documentation progress against an agreed Baseline.Manage and oversees the Change Management process (controlling updates to the Baseline) in concert with appropriate governance and interfaces with all other areas of the program esp. technical changes from engineering and commercial changes from procurement and contracting.Ensure the timely operation of the required reporting systems both client facing and for AECOM operational management.Advise the Program Manager on the status of program delivery, proposing any actions required both in terms of improvements required and best practice that can be applied elsewhere or more widely in the program.Manage the Program Controls team fulfilling Project Controls, Scheduling, Cost, Risk, Document Controls and Reporting functions.Collaborate with the AECOM Controls community of practice comprised of professionals across the firm experienced in and engaged in Controls services.QualificationsMINIMUM REQUIREMENTS
BA/BS in Engineering, Business, Construction Management or Quantity Surveying plus 10 years of relevant experience or demonstrated equivalency of experience and/or education, including 2 years of leadership experience.Possesses proven knowledge and expertise in Project and Program Controls ManagementExperience delivering program controls on large scale projects or programs of workExcellent client interfacing skills.Solid knowledge of all aspects of program controls (schedule management, critical path analysis, resource loading and leveling, cost, risk, reporting and change control etc).Responsible for staffing decisions to meet program/project objectives and seeks appropriate talent through prescribed Company processes and procedures.Experience leading efforts managing budgets, financial commitments, cash flows and cost related data on complex programsCommercial awareness re: supply chain engagement and contracting mechanismsPREFERRED QUALIFICATIONS
12 years of relevant experience or demonstrated equivalency of experience and/or education, including 4 years of leadership experience.Demonstrated capability to implement a Programmatic Controls system applicable to AECOM’s client services, including programs of high complexity.Able to lead and manage Controls teams through all phases of planning, mobilization, execution, and closeout consistent with established delivery processes to meet the scope, schedule, budget, quality and other specified requirements stated in the contract.Has a demonstrated understanding and application of the knowledge and skills required of Controls managers; a demonstrated understanding and application of business development and program/project delivery processes; a demonstrated understanding of the scope and workings of best practice program/project Controls management frameworks; and is familiar with most of the technologies and delivery methods underpinning the solutions being delivered within capital programs.Understands how Controls impact the firm’s performance and attainment of client’s business objectives.Additional InformationAll your information will be kept confidential according to EEO guidelines.About AECOM
