Major Responsibilities 1. Coordination of the Project design, planning and implementation:Ensure the coordination, guidance and technical supervision of the implementation of all project activities.Develop and approve quarterly activity plans, quarterly procurement plans, quarterly expenditure forecasts and quarterly terms of reference for the implementation of project activities.Ensure that the implementation of project activities meets the quality standards defined in national guidelines and policies, the requirements of the Global Fund and the MSPLS and the approved activity plans in order to achieve the expected results and the expected impact.Facilitate the integration of project activities with the health district development plan and also with other related sectors.2. Coordination of research, monitoring, evaluation and documentation:Provide guidance on the definition of indicators related to project interventions.Ensure the coordination of project monitoring and evaluations.Ensure the implementation of data collection tools and the systematic and timely collection of data required for the donor and the visibility of the project.Effectively document all information relating to successes, innovations and practices to be promoted in the implementation of the project and disseminate them through appropriate mechanisms.Produce periodic compiled project reports (monthly and quarterly activity progress reports, half-yearly and annual results achievement reports).Communicate with management on the progress of project implementation, problems encountered, risks assessed, and solutions proposed.3. Coordination of Financial and Logistics Management:Follow all procedures for managing supplies and material and logistics assets, budget monitoring, monitoring the accounting control system, budget planning and preparation of the financial report for the project.Anticipate and monitor the supply of material and logistics needs for the implementation of the project.Produce and transmit in a timely manner, for the implementation of the project, periodic reports compiled on financial management explaining budgetary deviations, specifying useful actions to maintain expenditure at an appropriate level.4. Staff Team Management:
Provide technical and administrative supervision of all project staff.Ensure the setting of professional objectives and conduct the biannual and annual evaluation process for all staff under his supervision.Provide necessary support to all staff under his supervision to enable them to achieve their professional objectives and continually improve their performance in carrying out the roles and responsibilities assigned to them.Ensure an appropriate work organization and climate for all staff under his supervision to enable them to carry out productive work.Ensure proper use of professional assets and resources made available to all staff under his supervision.Ensure the approval of leave, financial advances, mission orders, monthly salary payment statements and contract management notifications for all staff under his supervision and monitor opportunities for their professional career development.5. Representation of World Vision International:Ensure internal representation: Coordinate meetings and cooperation of staff under his supervision with the bodies of other WVIB Programs.Ensure external representation: Represent WVIB at key engagements of the GC7, the MSPLS, administrative authorities and technical managers as well as at technical working forums related to project activities (participate in coordination meetings and exchanges of information or experiences, participate in joint supervision visits with administrative authorities, technical managers and the donor).6. Accountability:Ensure the proper functioning of the complaint management mechanism during the implementation of project activities.Report to management any violation of Global Fund values, policy, guidelines, protocols, and WVIB.7. Coordination of partnership and networking:Ensure the establishment of strategic links, collaborative relationships and networks with the technical partners of the GC7 project and ensure their facilitation in the event of a blockage.8. Coordination of capacity building:Ensure the identification of capacity building and training needs for project staff and partnerEnsure the organization of training for project staff and partners.Organize mentoring, coaching and formative supervision sessions for project staff and partners.9. Other dutiesAttend and participate in weekly chapel services and devotional meetings • Must be a committed Christian, able to stand above denominational diversities.Able to deploy as required in the event of an emergency response • Perform other duties as assigned by the Supervisor or designee from time to time.Qualifications: Education/Knowledge/Technical Skills and Experience Minimum Qualification and Experience required:Bachelor degree in Public Health sciences with 5 years working experience or Master degree in Public Health with at least 3 years working experience.At least 3 years’ experience implementing and managing consistent portfolio or grants with experience in managing inter-agency consortiums is preferred and managing large teams.At least 4 years of the international development experience of Grant Manager within the Organization; must involve implementation and management of large-scale grant/program activities.Familiarity with Word Bank requirements, their history and their development.Having worked in an NGOs is an asset.Female candidates are encouragedApplicant Types Accepted:
