Job Summary 

Relies upon experience, interpersonal skills, and broad knowledge of project controls to ensure task completion in compliance with policies, procedures, and business strategy. Under broad direction, is accountable for the performance and results of multiple related disciplines or sub-groups within the project controls function. Manages the delivery of functional objectives by providing leadership and direction to managers or professional staff. Participates in the development of project controls strategy and may be responsible for global processes and procedures in estimating, project risk control, cost control, and scheduling.  

 

Roles and Responsibilities  

Forecast, control, and report project costs, including the development of project variances, trending, and completion reports.Analyze and modify cost estimates, re-baseline programs, and track subcontractor costs and vendor invoices. Review and calculate future costs based on labor productivity, material price increases, wage rates, and risk analysis. Develop and control project baselines and budgets, and prepare forecasts using program resource estimates. Lead cross-functional teams, establish decision options, and collaborate with Program Management to meet financial and contractual deliverables. Monitor project schedules/milestones to facilitate estimates to complete and manage scope changes. Prepare and deliver customer report deliverables, ensuring compliance with contract terms and government standards (FAR, CAS). Develop Work Breakdown Structure (WBS), perform charge number control, and handle complex pricing concepts. Identify, diagnose, and resolve complex problems, and implement process improvement initiatives within the Finance/Program group. Provide mentoring and training, while balancing long- and short-term objectives, and developing best practices for internal and external issues. 

 

Basic Qualifications  

Undergraduate degree in Accounting or Finance in addition to 14+ years of related experience. 

Demonstrated knowledge of complex program management concepts (cost analysis, budgets, estimate to complete, project schedules, etc.). 

Proficiency in Microsoft Office Suite. Advanced Excel skills, including pivot tables, VLOOKUP, SUMIF, charts, graphs, etc. Must be CAC eligible. 

 

Preferred Qualifications 

Experience with finance and accounting in commercial programs. 

Experience with standard government agency reporting requirements (NASA, DOD). 

Demonstrated understanding of Earned Value Management System (EVMS) reporting. 

Expertise in use of Costpoint, COBRA, COGNOS. 

Six Sigma/Greenbelt certification. 

MBA or CPA; or both 

Program Management Professional (PMP) certification
