The Subject Matter Expert Reports Analysis position is a strategic role that will greatly enhance the Drug Enforcement Administration’s ability to combat drug diversion and ensure the lawful distribution of controlled substances. The SME’s specialized knowledge in threat assessment, dataset building, pharmaceutical theft and loss interpretation, technical documentation and development of validation processes is essential for the continued success and improvement of our operations. This expertise will lead to more accurate data analysis, efficient processes, and ultimately, a more effective response to pharmaceutical diversion threats. **Position Responsibilities:** + The SME should conceptualize and implement techniques to streamline data upload processes into the Threat Assessment Dashboard, e.g., developing a subtype repository for medical providers (distinguishing between government, civilian / public hospitals and other medical infirmaries) as directed by senior management and administration, which will be implemented into multiple dashboards in the future. In doing so, the subject matter expert’s direction will significantly reduce the labor and time required to build, proof, interpret, and publish data, ensuring all data is current and accurately captured for presentation in multiple formats. + The SME should be able to simultaneously oversee dataset building processes, comprehensive quality control processes and specialized responses to executive-level and field requests, and effectively impart these methods to current team members and newly on-boarded staff. + Provide data support to build an automated quality control tool that streamlines the QC/Validation process and directs the embedding of mathematical algorithms while also identifying erroneous data, and recognizing/detecting pharmaceutical purchasing patterns. + The SME’s role will require the candidate to design training modules and instruct team members and new employees in the completion of pharmaceutical profiles, summary data, and various analyses. + The SME’s expertise will be invaluable in creating technical documentation for several complex processes for presentation to senior management and potentially the public. **Position Requirements:** + Master's Degree + 15+ years of relevant experience + Proficient in using ArcGIS for mapping and ranking purposes, allowing for the visualization of data at various geographic levels. This includes understanding per capita formulas to normalize data for equitable comparison across different states and counties. + Must have a deep understanding of ad hoc Cognos Power BI data package layers and functionality + Expertise in amalgamating multimillions of records from ARCOS, Product Theft, and SORS databases to present statistical extremities of diversion. This includes the ability to perform Tukey analysis for multilayered datasets and support investigation cases, legal proceedings, subpoenas, and multidistrict litigation. + Provide data support to build an automated quality control tool that streamlines the prescribed QC/Validation process and embeds mathematical algorithms while identifying erroneous data, and recognizing/detecting drug purchasing patterns. + Technical Writing: Possess excellent technical writing skills to document technical and analytical processes clearly and comprehensively. This documentation will serve as a reference for current and future team members and will potentially be published to customer-facing platforms such as IRAAD, ensuring uniformity and accuracy in operations, program-wide. + The SME’s role will extend to instructing team members and new employees in the completion of product profiles, summary data, and various analyses. + Process Illustration: Provide detailed examples of technical processes internally and in training environments, contributing to the successful collaboration of senior staff and field personnel. + Geographic Mapping and Ranking: The SME should be proficient in using ArcGIS for mapping and ranking purposes, allowing for the visualization of data at various geographic levels.
