Duties Description Duties Description: The incumbent reports to the Assistant Director of the Division of Water (DOW) and is responsible for overseeing and directing the transition and reorganization of the existing Bureau of Flood Protection and Dam Safety (BFPDS) to the Bureau of Water Resiliency and Adaptation (BWRA). This reorganization aims to reflect the evolution of existing DOW programs in the face of increasing extreme weather events, subsequent flood recurrence, and the need to adapt to the overall pressures of our changing climate. BWRA will retain, and the incumbent will be responsible for administering, all of BFPDS’s existing programs, including Flood Control, Coastal Erosion, Floodplain Management, and Dam Safety with support from the Western Flood Hub.The incumbent will be responsible for reviewing all programs, policies, and procedures of the Bureau’s programs to make recommendations on how, in addition to their core missions, each program will begin, or continue, to incorporate elements which build climate change resiliency and resistance while restoring or preserving water quality and aquatic habitat. The incumbent will be further required to:1.Consider Nature-Based Solutions First: Prioritize green infrastructure like wetlands and floodplain restoration to enhance natural flood mitigation. Evaluate watershed-scale restoration efforts to improve viability of existing flood control projects. Review whether existing or new hard structures are necessary, cost effective, and more prudent to maintain or create. 2.Strengthen Intra-Division and Cross-Agency Coordination: Improve collaboration with other bureaus within DOW, divisions within DEC, federal agencies, state agencies, local governments, and climate experts to ensure a holistic approach to flood resiliency and overall water resource management. Collaboration, especially within DOW, will ensure co-benefits of program implementation including water quality and aquatic habitat restoration, preservation, and improvements are realized.3.Implement Broader Community Resilience and Public Engagement: Incorporate community-based resilience strategies like DEC’s “Resilient NY” Program and coordinate program implementation with DOW’s watershed programs, Environmental Justice Office, Office of Indian Nation Affairs, and Chief Resiliency Officer to leverage stakeholder and community engagement to educate the public and improve climate-adaptive water resource management.4.Expand Data and Modeling Capabilities of the Bureau: Work with academic and agency partners among others to use advanced hydrologic and hydraulic models and real-time data to create early warning systems, and more accurate risk projections of floods, droughts, and dam failures under climate change scenarios.5.Enhance Dam Safety Programs, Infrastructure Upgrades, and Removal: Reassess dam structures for climate risks, including projected storm intensities and shifting hydrological patterns, while ensuring design and maintenance plans meet future demands. Consider dam removal, rather than repair or rehabilitation, as part of a comprehensive nature-based solution to reestablishing natural floodplains and creating climate-adaptive water management. Work with DOW’s Bureau of Water Compliance to develop a comprehensive compliance and enforcement program integrated into dam safety permitting to ensure structural maintenance and integrity by all dam owners. Make recommendations on implementation of recent program audit recommendations.6.Evaluate Regional Program Structure and Implementation: Review, assess, and make recommendations on methods and staff resources for more efficient and effective delivery of BWRA programs regionally.Additional specific duties include:-Provides administrative and program support for the Assistant Director and Director of DOW on all areas related to the work of BWRA; -Anticipates, identifies and troubleshoots issues of concern or significance; exercises discretion to provide timely information and necessary updates across multiple stakeholders and DOW management;-Acts as DOW’s primary liaison with other DEC Divisions (including DEC Operations), DEC Regional Offices, ACE, FEMA, EPA, and NYCDEP on any and all projects or programs related to the work of BWRA including flood control, floodplain management, coastal erosion, dam safety, climate resiliency and adaptation;-Coordinate BWRA program and specific project implementation with the other bureaus within DOW; -Review and evaluate existing programs and regional implementation, and recommend methods for adaption of those programs in-light of agency directives on climate change;-Coordinate efforts of BWRA programs with the DEC’s Chief Resiliency Officer to ensure funding programs are leveraged and co-benefits realized;-Holds and attends public meetings as needed, responds to inquiries and FOIL requests, and coordinates communication with the press. This often requires direct communication with other state agencies, residents, local politicians, and community leaders;-Manage fiscal resources allocated to the Bureau. Provide direction and support for development of program spending plans. Assure that plans balance Central Office program needs with Regional Office priorities and are developed in collaboration with the Division’s management team. Work with federal counterparts to ensure Division commitments are reasonable, achievable, and meet federal/state priorities; -Assure key measures are established and tracked and the DOW management team is advised if adjustments are needed. Program goals and federal grant commitments are met, and unplanned priorities are effectively managed.-Represent the Department and the Division of Water on regional and interstate associations as needed. Work collaboratively with various stakeholders, such as government agencies, NGOs, businesses, and communities, to achieve environmental goals and outcomes;-Complete all required personnel related responsibilities for each direct report including development of performance programs, performance evaluations, timecard submissions, expense reporting etc…;-Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position; and-Travel, including overnight, is required.
Minimum Qualifications Minimum Qualifications: A bachelor’s degree and seven years of professional experience, or a master’s degree and six years of professional experience, or a doctoral degree and five years of professional experience. Two years of experience must have been at the managerial level. Professional experience must include directing interdisciplinary projects focused on restoring water resources, aquatic habitats, and reducing future flood risk; and working with various landscape and watershed modeling tools to assist and direct efforts in more effective flood risk and flood plain management.Preferred qualifications:•5 years of experience working with various landscape and watershed modeling tools to assist and direct efforts in more effective flood risk and flood plain management;•5 years of experience working on transformative projects that integrate the restoration or preservation of water quality and aquatic habitat while reducing flood risk, restoring natural flood plains, and safeguarding public health and safety.•Experience working and negotiating with various federal and state partners including but not limited to the United States Army Corps of Engineers (ACE), Federal Emergency Management Agency (FEMA), United States Environmental Protection Agency (EPA), and New York City Department of Environmental Protection (NYCDEP). This is a temporary, 18 month position.
