Project Engineer/Project Manager

Primoris Water & Mechanical is looking for an experienced Project Engineer / Project Manager to join our team in Texas! If you have a background in underground work including excavation, shoring, welding, and backfill, we want to hear from you. The ideal candidate will be based out of our Houston office and should be able to use standard computer software to issue submittals, RFI's, CO's, etc. In this role, you will support construction activities, provide project administration, read plans and specs, coordinate with vendors, subcontractors, GC's and Owners, and be able to efficiently manage costs and schedule without direct supervision. Job Description:

The position of Project Manager will include but not be limited to planning, coordination, execution, and overseeing of projects. The Project Manager will ensure the project is completed in a safe, quality, timely, and cost-effective manner. They will coordinate with individuals, subcontractors, vendors, our construction team, and more; following processes and standards to ensure the company achieves safe and successful projects.

The Project Engineer position will play a crucial role in planning, coordinating, and executing projects safely, cost-effectively, and at high quality, working closely with Project Managers and Site Superintendents.  This includes liaising with construction teams, vendors, subcontractors, and engineering firms; providing technical support and documentation; managing RFI's and design clarifications; as well as coordinating vendor and product submittals.

 

General Requirements:

Practice safety rules. Follow verbal and written instructions. Report to and assist immediate supervisor. Perform quality work as determined by project specifications. Must work well as part of a team.

Functional Requirements:

Supervise total construction effort to ensure project is constructed in accordance with design, budget, and schedule. Interfacing with client representatives and other contractors, etc. Confers with foremen, subcontractors, clients, etc. engaged in planning and executing work procedures. Develop project submittals based on engineered specifications and drawings, review all submittals for compliance, transmit submittals to clients/owners/engineers, and initiate RFI's as required based on technical reviews. Utilizes a company vehicle to oversee projects. Plan, coordinate, and supervise on-site functions (scheduling, engineering, material control, and may provide day-to-day direction of on-site administrative staff in accounting, purchasing, etc.) Supervise craft employees and/or other contractors as required by the contract. May authorize and/or approve all project personnel transactions, purchase requisitions, field design change requests, etc. Provide technical assistance; i.e., interpretation of drawings, recommending construction methods, equipment, etc., as required. Maintain a detailed log of daily activities for review as necessary. Assist project management in developing and implementing project procedures, working documents, standards, etc. Ensure all on-site personnel comply with project procedures, safety program requirements, work rules, etc. Document all procedure violations; notify project management and recommend/implement corrective actions as required. Assume responsibility for productivity of crafts, efficient use of materials and equipment, and contractual performance of the project. Perform additional assignments per supervisor’s direction. Thorough knowledge of all aspects of construction (technology, equipment, methods). Craft agreements, jurisdiction, negotiations, engineering, cost control schedules, and safety required. Excellent communication, organization, and supervisory skills essential. Responsible for completion of paperwork, safe work procedures, and employee relation matters. Complete subcontractor and employee evaluations. Release the completed project to the full satisfaction of the customer. Ensure compliance with approved safety and OSHA standards, and with Disadvantaged Business Enterprise (DBE) and EEO programs. See that all quantities are measured by engineer and are included on estimate by inspector. Perform various post-mobilization tasks such as material tracking/expediting; developing backup documentation for change order scopes; initiating construction logistics & execution plans for upcoming work phases within operational commercial facilities and campuses. Assist project managers to see that all extra work and changed conditions are priced to owner for payment and are authorized by owner’s representative. Review computerized labor job cost reports on a weekly basis. Inspect project sites on a continuous basis for the following reasons: Examine actual project progress versus the anticipated schedule. Examine problem areas for corrective actions and ensure quality control. Identify areas where construction productivity could be improved. Identify extra work, back charges, and/or delays. Cooperate with inspectors and owners’ representatives to resolve problems. Review and assess project equipment needs. Review and assess material quality and conditions with foreman. Oversee and ensure project security and safety. Provide training for all foreman in area of: Construction methods Scheduling Interpretation of plans and specification Job cost reports Company policy Personnel leadership Conflict resolution Paperwork

Qualification Standards:

One (1) to five (5) years construction management and/or craft supervision experience in similar facility. Four (4) year construction management degree, or equivalent combination of technical training and/or related experience. Proficiency in MS Office applications, including Microsoft Excel and Word, is required Strong communication skills, both written and verbal, are essential to effectively communicate with team members, suppliers, and project stakeholders. Post-offer drug/alcohol screen, physical evaluation and background check. Applicant/employee must not pose a direct threat to the health or safety of such individual or others in the workplace. Job site safety requirements as required by the client (long sleeves, steel toe boots, etc.).

Physical Requirements:

Must comply with company’s drug and alcohol abuse policy. Must be able to pass physical examination, pre-employment if necessary, and as required by the company. Able to climb and maintain balance on ladders, scaffolding, stairways, etc. Must be able to stand or walk for long periods of time. Must be able to work extended hours on your feet on uneven surfaces (dirt, concrete, asphalt, mud, gravel, etc.) Must be able to work while wearing a respirator and other personal protective equipment, when required.
