Role Overview:
The Auk Area Redevelopment (AAR)Projects H&S Advisor reports to the AAR Development Manager under the Project Directorate.
The role provides advice and assurance on a wide range of HSE matters and takes a lead role in the development of safety management interfaces across the AAR project activities.
Role Responsibilities and Key Duties:
The role of AAR Projects HSE Advisor will be to advise, support and guide the AAR Project Team on all aspects of Health, Occupational Safety, Industrial Hygiene and Contractor HSE Performance Management issues through each stage of the project.
The AAR Project H&S Advisor will provide guidance to the Project Team of the TSE US Project Delivery System (PDS) HSE requirements at each project stage and provide assurance that HSE is sufficiently addressed to meet the needs of the project.
Key Duties:
Implement the TSE US HSE strategy, management plan, and management system for the Projects Directorate. Provide assurance to the Project Manager that:
Project development is in compliance with mandatory company HSE requirements and US regulations. For projects that operate outside the US, compliance with in-country regulations will be required. HSE risks and hazards are identified; measures are implemented to mitigate them where possible and are demonstrated to be ALARP. Project's performance is both controlled and improved in line with identified and agreed project targets.
Evaluate contractual requirements and co-ordinate the interactions with contract companies with respect to the alignment of HSE systems, targets, performance and expectations. Manage external specialist HSE resources/contractors according to the project deliverables. Identify and organise specific HSE training programmes in line with the project training and competency matrix. Review and update project induction programmes for new personnel and for visitors. Prepare and manage Project HSE reviews and Project HSE Peer Reviews in line with the Project Delivery System governance process. Work closely with Project Managers to ensure TSE US expectations and deliverables are effectively communicated to contractors. Review and audit contractor performance to ensure deliverables are being met. Participate in a variety of HSE related activities e.g. developing HSE procedures, risk assessments, HAZOPS, onshore and offshore safety audits, incident and accident investigations. Make visits to all project sites, including offshore and fabrication sites, to enhance relationships and promote and HSE related improvement activities.
Education, Experience, Technical Qualifications:
NEBOSH Diploma or equivalent is desirable. Furthermore the applicant should have proven expertise in:
The development of HSE aspects of major projects in the oil and gas industry or related industries Experience of contract evaluation and management, specifically ongoing contractor performance management. Knowledge and experience of operational SHSE is essential incorporating good knowledge of topsides & sub-sea facilities, pipelines and controls Construction Site HSE Management with knowledge / application of CDM principles
