Project Leader 1 (Telecommunications)

Position Overview:

The Project Leader 1 (Telecommunications) is a leadership position responsible for supporting the overall strategy, execution of deliverables, project completion & profitable outcomes for a significantly complex project &/or multiple projects simultaneously. This position will require proficient understanding and knowledge of Telecommunication Systems including Fiber Optic & Structured Cabling, CCTV, OSP & ISP Copper, along with DAS.

The Project Leader 1 (Telecommunications) is expected to provide overall development, training & leadership to Junior Project Leadership, Field-Superintendents & Trades personnel as it relates to the strategic planning, overall implementation & ownership of project completion.

The candidate being considered must have hands-on experience & knowledge in leading project teams, specialty contracting industries, solution-driven initiatives & overall project execution. This candidate will be responsible for supporting complex scopes specific to Transit Systems, Healthcare, Government, Federal Aviation (Preferred) & Mission Critical industries. 

Position Requirements:

·         Required to hold direct experience & clear understanding with the execution of several phases in the project-life cycle included below:

o   Initial Planning & Proposal Creation

o   Design & Engineering

o   Project Solutioning

o   Field Installation

o   Close-Out Methods  

·         Proven understanding of key-competencies aligned to the project planning; installation & project completion required to ensure overall project-success.

o   Engineering & Design Development

o   Bid-Package creation & final estimate review.

o   Project Schedule development & tracking

o   Project Financials & Cost Tracking

o   Business Acumen & Leadership abilities

§  Ability to develop, maintain & saturate key-industry clientele.

o   Knowledge & understanding of contract language, with experience in negotiation.

o   Clear understanding of at-risk & mitigation strategies related to construction management.

o   Experienced in the Commissioning & Testing of diverse specialty systems.

·         Extensive experience in leading complex projects and managing diverse project teams & specialties.

·         Proven understanding and track record of successful projects with the ability to perform key functions from project inception to completion.

·         Ability to successfully monitor a multitude of Telecommunications projects averaged from 500K - $10M in budget.

·         Experience partnering with a multitude of project groups that involve multi-discipline knowledge for example: 

o   Fire Alarm, Communications, Security, AV, Power, and Instrumentation.

·         Can direct cross function teams to reach mutual agreement to meet business objectives.

·         Capable of writing detailed RFPs and Scopes of work.

Position Responsibilities:

·         Leading the design and deployment of Information Transport Systems and telecommunications systems.

·         Establishing and implementing procedures and controls to ensure that projects are completed on time and within budget.

·         Assisting the project Superintendent and Engineering in the preparation of project documentation requirements, project layout, and field office support.

·         Managing Subcontractors related to M.C. Deans installation scope.

·         Developing and maintaining resource-loaded project schedule in MS Project.

·         Coordinating and running a project kick-off meeting (PKOM) and key monthly project (KPR) reviews.

·         Forecasting cash flow and manpower needs for projects.

·         Working with the project team to develop budgets with cost codes for allocating manpower to the schedule for foreman level tracking.

·         Researching and compiling submittals, identifying/pricing change orders and preparing estimates for projects.

·         Preparing a design/build project estimate based on design criteria.

·         Meeting with customers to present proposals and cost estimates.

·         Interpreting and explaining plans and contract terms to administrative staff, workers, and clients.

·         Conferring with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.

·         Coordinating the acquisition of all materials, monitoring tools and equipment requirements with the project team and the warehouse.

·         Overall financial management of the project (s).

·         Responsible to keep the profitability at and/above budget. 

·         Assuring a timely completion of a project including the completion of punch-list items, the submittal of accurate as-built drawings, operation, and maintenance manuals.

·         Responsible for the completion of all training and other administrative requirements of the contract documents. 

·         Monitoring project budgets to ensure positive cash flow and to maintain profitability.

·         Identifying opportunities for cost-saving measures, quality improvement and incorporating best practices.

·         Must be a US Citizen and can obtain a Security Clearance if required for the project.

·         RCDD Certification is preferred.

Education, Experience & Technical Qualifications:

·         Minimum 7-9 years of experience in construction specific to Telecommunications & Security Systems with a Bachelor’s Degree in Engineering Science, Information Technology, Construction Management, or Engineering discipline.

·         5-7 years of related construction experience with a Master’s Degree in Construction Management or Engineering discipline.

·         Proficiency in the Critical Path Method (CPM) Scheduling Method and General Contractor Schedules.

·         RCDD Certification Required

·         Extensive experience leading diverse teams & projects with construction budgets valued between $500K - $10M+ in Telecommunication Scopes.

·         Minimum 4+ years of experience & established knowledge in complex markets on projects specific to Federal Aviation, & Government Airports, Higher-Education, Information Transit Systems.

·         Required knowledge within construction low-voltage functions including self-perform contracting, field coordination efforts, maintenance of schedule & prioritization of deliverable deadlines tied to each specialty-trade simultaneously.

·         Ability to utilize software including Bluebeam, AutoCAD, Accubid, Primavera P6, Microsoft Office & Excel.

·         Ability to obtain a security clearance if required for the project.
