The Project Management Specialist (PMS) directs, controls, administers, and manages an enhancement or development of small to medium size project(s).  The Project Management Specialist is the individual ultimately responsible for projects.  The Project Management Specialist’s primary responsibility is to drive the entire project/program from start to finish.   The Project Management Specialist must ensure that the project/program is completed on schedule and that the final product meets the business, technical standards and policies.
This assignment is for managing a one million dollar plus project to design and implement a Statewide Developmental Disabilities Services, Electronic Case Record System, that is well underway, with the design largely completed.

Role Description:
   Functions as a liaison between DDDS leadership and SMEs and the ECR vendor   Holds vendor accountable for meeting defined project tasks and timelines.   Plans, schedules, prioritizes tasks, assigns, coordinates and reviews the work of assigned personnel or contract staff.Domain Knowledge of Electronic Case Management/Client Record Systems (ECM/CRS) preferred   Conducts review meetings with users and user groups such as the System Advisory Committee and UAT group, monitors the project progress and budget and writes monthly progress reports.   Responsible for the ensuring that documentation is produced for data system logic flow, programming, computer operations and user manuals.   Manages the UAT process   Manages data migration process, facilitating data mapping/crosswalk decisioning.   Manages the OCM (Organizational Change Management) process, ensuring DDDS organizational readiness through planning, process and procedure updates, and development and execution of training.   Manages overall production Implementation planning and coordination with vendor, business, and State resources, including technical implementation and business process and procedure changes.   Negotiates deliverables with current vendor Therap, including data deliveries for migrations throughout test and implementation lifecycle.   Ensures documentation deliverables are developed and maintained to include project requirements analysis, information needs analysis, alternate design approaches, cost/benefit analysis, cost and time estimates, programming and testing a major project of strategic importance.   Capability and willingness to learn the mission, goals and business practices of the user agency.    Knowledge of the concepts, methods and techniques of system analysis, including information needs analysis, requirement analysis and design alternative analysis.    Knowledge of concepts, methods and techniques of organizational change management   Knowledge of methods, concepts and techniques of supervision and project management.    Knowledge of System Development Life Cycle methodology concepts.   Knowledge of standards and procedures as they apply to data processing.    Knowledge of scheduling and status reporting techniques.    Domain Knowledge of Electronic Case Management/Client Record Systems (ECM/CRS) preferred   Skill in the use of computer aided project monitoring, such as Microsoft project.   PMI Certification preferred, but not required    Ability to plan, schedule, assign, delegate and monitor the work of a major project team.    Ability to plan and achieve short and long term goals. Ability to write clear, concise, informative reports.    Ability to motivate assigned personnel.    Ability to think creatively and to develop creative solutions to management information system problems.    Ability to conduct review meetings.    Ability to establish and maintain effective working relationships.    Ability to communicate orally and in writing.
