Summary About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. Wiesbaden is located in one of the premier wine growing areas in Europe, and is on the Rhine River only 20 minutes from Frankfurt International Airport. Responsibilities Under the direction of the project manager, plans and schedules tasks and monitors the progress of project completion. Collects project execution data from project managers assigned to the District. Confirms the relevancy and places this data on a database for use in estimating cost and production rates for future projects. Support the planning and execution of A/E contracts for construction projects. Performs a variety of administrative and technical support duties, including maintaining and distributing documents and files to other sections and branches as assigned, and preparing graphs, charts and other materials for briefings and meetings. Assist the project manager in planning, coordinating, evaluating, and reviewing all phases of project control including the interpretation. You will receive credit for all qualifying experience, including volunteer experience. For GS-09: Specialized Experience: One year of specialized experience which includes: 1) Performing administrative and technical support duties for major projects; 2) Utilizing software and maintaining electronic databases; AND 3) Preparing reports and briefings to disseminate information on project execution. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Program/Project Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement (GS-09): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). For GS-11: Specialized Experience: One year of specialized experience which includes: 1) Applying budget, contracting, and scheduling principles to provide support for construction projects; 2) Utilizing databases, spreadsheets, and project management software programs; 3) Conducting qualitative and quantitative analysis to evaluate program effectiveness; AND 4) Providing superior customer service to construction project stakeholders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Program/Project Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees initially recruited from the United States may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. (Subject to approval) Selectees recruited outside the U.S. will have their eligibility for foreign area benefits determined at the time of hire. Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
