The primary purpose of this position is: To serve as the Project Management Specialist responsible for planning, directing, and organizing the activities of the McConnell Air Force Base (AFB) Innovation Laboratory. Responsibilities Consults with Innovation Laboratory Chief to plan, organize, and oversee the activities of the Innovation Laboratory as well as develops goals and objectives that integrate organization and functional area objectives in accordance with Wing strategic intent and guidance. Researches, develops and drafts in writing clearly defined projects that document the customer/sponsor, scope/scale/purpose/need, project requirements and specifications, targeted funding/resources, identified constraints/restraints/limfacs, desired end-state/outcomes, and project termination criteria should any phase/aspect of project fail to meet intended purpose. Orchestrates, plans, and presents educational training plans for STEM engagement and Innovation Laboratory team development. Assist Innovation Laboratory Chief in financial planning and execution, developing multi-year fiscal funding plans, through determination of resource and training needs as informed by strategic plans, goals and commander intent. Execute clear, concise, accurate and relevant verbal/oral and in-writing communication using Air Force standard communication methods, briefings and reports tailored for either internal and external audiences: Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This is a Term position NTE 13 months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. Incumbent may be required to lift and move heavy objects, be required to stand or walk for extended periods, use tools and equipment, and be exposed to hazards normally associated with machine and wood shops to include dust, noise, welding light, chemicals, and fumes. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS- 11(or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Which includes Knowledge of a wide range of DoD, Air Force, MAJCOM and Wing management and organizational structure, operations, policies, principles, theories, analytical techniques, and practices that govern, interface with, and/or influence product development and project management in specific programs and/or functional fields to support a wide variety of studies in various organizations; Thorough knowledge of the laws, regulations, principles, and practices of federal, DoD, Air Force, MAJCOM, and Wing program goals and objectives, procedures, and methods of evaluating the effectiveness and efficiency of planning actions related to aircraft, operations, maintenance, support activities, and medical operations as well as sustainment functions; Knowledge of analytical and evaluative methods to plan, develop, monitor, and analyze applicable activities, programs, innovations, projects, training, and education tasks to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and customer requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of management and organizational structure, operations, policies, principles, theories, analytical techniques, and practices that govern, interface with, and/or influence product development and project management in specific programs and/or functional fields to support a wide variety of studies in various organizations. Knowledge of the laws, regulations, principles, and practices of federal, DoD, Air Force, MAJCOM, and Wing program goals and objectives, procedures, and methods of evaluating the effectiveness and efficiency of planning actions related to aircraft, operations, maintenance, support activities, and medical operations as well as sustainment functions. Knowledge of federal, DoD, and Air Force multidisciplinary principles, practices, procedures, and goals of financial management, contracting activities, safety and security program and requirements, and practical engineering concepts and methods with familiarity of engineering disciplines (mechanical, electrical, etc.) functions, practices, and procedures; Skill in planning, organizing, and overseeing critical aspects of project management, development, production, and support programs, systems, or equipment. Ability to apply knowledge of and skill in using Computer Aided Design and Drafting (CADD) software, and understanding of machine codes to be used by CNC (computer numerical control) machines using Computer Aided Machining (CAM) software focusing on transforming customer needs, expectations, and constraints into product solutions. Ability to plan and execute educational training plans and events, coordinate with multiple internal units, outside agencies and external community partners, schools and educational institutions. Ability to work independently and as a member of a team to execute plans and organize work to meet organizational objectives and deadlines; engage, brief, and communicate both orally and in writing with military and civilian officials at all levels of the DoD, Air Force, MAJCOM, and industry and educational institutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
