BASIC PURPOSE:\n

Manages and participates in the design, development, operation and technical support of the Authority's Water and Wastewater Supervisory Control and Data Acquisition (SCADA) systems. \n

SUPERVISION RECEIVED:\n

Works under the basic supervision of the Program Manager, SCADA Engineering.\n

SUPERVISION EXERCISED:\n

Exercises close supervision of assigned Senior Monitoring and Control Engineer and Project Engineer staff.\n

ESSENTIAL DUTIES AND RESPONSIBILITIES:\n\nManages and participates in the design, implementation and troubleshooting of control logic for programmable logic controllers (PLCs).\nManages and participates in the design, implementation and troubleshooting of Human Machine Interface (HMI) software.\nManages, installs, maintains and troubleshoots the SCADA networks and the SCADA PCs.\nInsures that work on new and modified monitoring and control systems includes preparation of project scope and P & ID drawings through user interview, PLC and HMI program testing, documentation and training.\nInsures in-house and consultant compliance with the SCADA standards.\nMonitors in detail the SCADA programming, testing and startup work of consultants and integrators.\nCoordinates the testing, startup and training needs associated with the monitoring and control systems.\nInstalls, maintains and monitors SCADA security systems.\nCreates and maintains up to date records and documentation on SCADA network, PC and PLC installations.\nManages SCADA tag databases and coordinates any necessary changes.\nInsures that SCADA data is backed-up on local nodes and on the network archive system.\n\n

SECONDARY DUTIES:\n\nWorks with MIS staff as needed.\nPerforms related duties as required.\n\n

MINIMUM QUALIFICATIONS:\n

Education and Experience:\n\nA Bachelor's degree in electronic engineering, electrical engineering or related field; and\nAt least five (5) years of experience in the installation, operation and maintenance of process control systems; and\nAt least two (2) years' experience with ladder logic and HMI programming (Allen Bradley PLC and GE Proficy iFIX Software preferred); and\nAt least two (2) years of supervisory experience; Successful completion of the MWRA sponsored supervisory training program and receipt of the training certificate may be substituted for supervisory experience; or\nAny equivalent combination of education and experience.\n\n

Necessary Knowledge, Skills and Abilities:\n\n Through knowledge of Ethernet, routers, firewalls, managed switches, hubs, PCs, and Windows operating systems required.\nThe ability to test and troubleshoot to the component level using a variety of electronic test equipment as well as computer driven diagnostics.\nFamiliarity with water distribution and treatment systems or wastewater collection and treatment systems.\nThorough understanding of water and wastewater instrumentation.\nThorough knowledge of electrical\/electronic wiring practices.\nDemonstrated ability to plan, organize, direct, train and assign duties to subordinates.\nFamiliarity with AutoCAD or other equivalent CAD program.\nDemonstrated interpersonal, written and verbal communication skills.\n\n

SPECIAL REQUIREMENTS:\n

Participates in on-call rotation assignments if needed with other SCADA engineering staff. In the absence of volunteers, may be required to be on-call or report for comp time in an inverse seniority pool.\n

A valid Massachusetts Driver's License required.\n

FCC General Radiotelephone Operator License or ability to obtain within six (6) months.\n

A valid Massachusetts Grade II Water Distribution or Treatment Licenses; or a Grade II Wastewater Collection System Certification; or a Grade III Wastewater Treatment Plant certification; or the ability to obtain same within six (6) months.\n

Certification in Confined Space Entry or ability to pass MWRA Confined Space Training within six (6) months\n

TOOLS AND EQUIPMENT USED:\n

Hand tools, mobile radio, telephone, personal computer, network equipment, software, copy and fax machine.\n

The employee occasionally works in high, precarious places ad is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually loud in field settings, and moderately quiet in office settings.\n
