Duties Description This position will report to the DOH Project Manager 3 within the Office of Health Information Management (OHIM) and be assigned to the Bureau of Early Intervention (BEI). The selected candidate will manage a portfolio of small to medium, complex, and interdependent projects for BEI, ensure a standard approach to project management and business analysis activities consistent with DOH and develop and maintain a working knowledge of the New York State Early Intervention Program. The candidate should demonstrate excellent verbal and written communication skills and a professional approach to enable good working relationships with key customer resources. Duties include, but are not limited to, the following:• Manage multiple projects throughout the project lifecycle from initiation to implementation, including project planning for proposed regulation changes and other initiatives. • Develop detailed project scope statements and document project requirements for complex projects by eliciting business goals, information needs, and relative priorities from external stakeholders, end users, subject experts, and others. • Balance resource alternatives and potential solutions and assess resource needs to coordinate project activities with program areas. • Develop and maintain project schedules by identifying and scheduling project deliverables, milestones, and required tasks using project scheduling software. • Document and present resource needs to agency management and provide regular updates to ensure alignment with strategic objectives.• Design and implement quality metrics to analyze project performance and monitor outcomes to ensure they align with project goals and agency standards. • Work with development teams and cross-functional agency teams to guide projects and/or system development through the lifecycle.• Develop and manage project artifacts as needed for all PM knowledge areas and process areas including: Scope Management, Schedule Management, Cost Management, Communication Management, Risk Management and Procurement Management. • Develop project communication plans and compile detailed project reports and other materials as needed to communicate project status to stakeholders and ensure clear, transparent reporting of progress, risks, and issues.• Lead project meetings, identify, document, and prioritize scope changes and facilitate approval process.• Work with IT partners (OITS/Vendors/DOH-HRI) to represent the agency perspective on project scope, business goals, and priority.• Provide oversight in the validation of solution designs and integration to ensure alignment across the existing IT environment.• Coordinate with multiple project teams including SMEs, BA, QA, Technical, Executive Committee and training while monitoring and managing risk, tracking progress, and reporting to the leadership team.• Organize and maintain a BEI project management library, project tools repository, or a project management website. • Ensure effective project close-out and transition effectively to BEI and IT support teams.• Conduct training on advanced project management topics, such as quality management, and risk analysis. • Supervise lower-level staff as needed.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitiveappointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.If you are hired via HELPS, at a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitiveemployment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.Non-Competitive Minimum Qualifications:A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Current certification from the from the Project Management Institute as a Certified Associate in Project Management (CAPM) may substitute for two years of experience or a Project Management Professional (PMP) may substitute for three years of experience.Competitive Minimum Qualifications:Department of Health employee with one year of permanent or contingent-permanent competitive service as a Project Manager 2 (G-23); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at Grade 21 or above and eligible for transfer to a Project Manager 2 under Section 52.6 of the Civil Service Law.Preferred Qualifications: Knowledge of the Individuals with Disabilities Act (IDEA) and New York State Public Health Law Article 25, including regulations governing early intervention services for children from birth to age three. Familiarity with managing or implementing large-scale IT systems, such as the New York State Early Intervention System (NYEIS) or similar platforms. Experience with system transitions related to health information systems or claims processing is desirable. Strong organizational, communication and stakeholder management skills to coordinate with various vendors and business units. Proven ability to work effectively in a collaborative environment, fostering teamwork among diverse stakeholders to achieve common goals. Ability to manage risk, budgets, and timelines effectively. Ability to manage multiple priorities simultaneously while maintaining attention to detail and meeting deadlines.
