Job Description:A project manager is needed to manage projects that will address outdated legacy systems, including the Sex Offender Registry, Evidence Management, Incident Based Reporting, and miscellaneous MAPPER materiel management systems. Duties could include RFP related tasks such as review and assistance with drafting of the evaluation criteria, contract terms, RFP format, and other procurement related documentation in coordination with the VSP procurement staff. The project manager will assist the VSP IT Division staff in responding to vendor queries, performing the vendor evaluation process and contract negotiations.
The project manager is responsible for managing the project scope, schedule and budget and reporting to VSP IT management on a weekly basis. For COTS solutions, the project manager will oversee the vendor efforts on the design, development and implementation of the system and will coordinate with IT Division and business unit staff as needed.  The project manager will be responsible for the identification, analysis, tracking and recommending appropriate actions to project issues including those that are technology related.  They will also be responsible for the identification and management of project risks.   The project manager will provide overall direction to the vendor on the design, development, implementation and delivery of legacy replacement systems.  In general, the project manager is responsible for the coordination and completion of the assigned projects.
The project manager must have:
-  Experience with the RFP process for implementation of applications including drafting of the procurement documents, vendor evaluation and selection, and negotiation of contracts. 
-  Extensive knowledge of applications development (minimum of 5 years experience) some of which in a project leadership or PM position. 
-  Experience overseeing the implementation of a large complex application by a vendor.    They must be able to communicate both orally and in writing, and to work with multiple stakeholders and facilitate collaboration between vendor and IT Division staff.
