Project Manager
Summary As a Project Manager, you will be involved in the delivery of facilities for GSA customers, typically requiring significant design, construction, renovation and contracting efforts to provide customized space on complex, extensive or sensitive capital or major design and construction projects. Location of position: Public Building Service; Chicagoland SCOD and Design & Construction Project Delivery Divisions We may be filling three vacancies; additional vacancies may be filled as needed. Responsibilities The Chicagoland Service Center Operations (CSCOD) division is responsible for all aspects of facility operations, including operating, maintaining and sustaining high quality work environments. Each Service Center Operation Division (SCOD) provides outleasing expertise, field support, guidance and operational expertise. The D&C Project Delivery Division provides project management and COR services for all capital projects for the region, as well as COR services to the Real Estate Division to support customer projects in federal space. This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Positions include routine telework that are geographically specific to: Chicago, IL; Milwaukee, WI; Detroit, MI; Cleveland, OH; Columbus, OH; Minneapolis, MN; Indianapolis, IN; Springfield, IL; Cincinnati, OH. You may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy. Duties include but are not limited to: Senior project manager with responsibility for overall project management of prospectus level or equally complex or precedent setting projects. Leads the development of the most major, politically sensitive and complex project plans including methodology, resource requirements, timelines, priorities and budget impact. Directs and performs budget planning. Establishes evaluation criteria and measurements to assess projects. Prepares timelines for project completion, implementing a system for review, control, and reporting on project status. Determines project risk and assesses project activities and resources to mitigate risk. Leads the analysis to determine client facility needs, and identifies key technical and resource personnel to work on various aspects of projects. Ensures that projects delivered meet agreed to customer requirements. Manages all aspects of the project's finances. Ensures the latest trends and state of the art technologies in facility design, construction, alterations, space management, contracting, negotiations, and knowledge management are applied. Independently develops innovative solutions to address unanticipated project complications. Ensures the completion of project documents and makes certain they are uploaded into all necessary systems of record in order to track established performance metrics and historical trends. Conducts and documents lessons learned analysis. Negotiates and coordinates project plans, budget objectives and schedules with customer agencies to establish and/or manage customer expectations. Informs customer officials of project status and any requirements for additional agency initiated action. Works with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists. Maintains and/or oversees continuous contact with Federal, State and local officials, and the media (in coordination with Public Affairs) with regard to project issues and status. Briefs key leadership on costs, impact, feasibility, alternatives, issues, recommendations and status of project development and implementation. Leads and facilitates the efforts and expertise of a wide range of disciplines. Serves as a mentor for team members and others. Directs the acquisition and management of large numbers and types of contracts supporting all aspects of leasing and/or Federal construction projects. Monitors progress and evaluates performance against contract requirements. Prepares or assists the Contracting Officer and/or the COR in the preparation of statements of work, determinations, findings and solicitation documents. In conjunction with the Contracting Officer and/or the COR, directs the preparation and issuance of necessary modifications and may serve as lead negotiator for assigned projects. Oversees and/or reviews project designs and coordinates development of design and specification packages for purposes of bid and determines construction completion times and prepares/reviews overall cost estimates. Participates in the A/E and/or Lessor selection process and in the negotiations for design supervision and post-construction contract award services. Coordinates the activities of all appropriate professional goods and services contractors during all phases of the project. Negotiates contract specifications and design changes. Participates in review of bids, contractors' negotiations and technical and business discussions with contractors. Negotiates the business transaction with customer agencies, including utilization rates and financial obligations; develops complex, accurate requests for funding and tracks financial obligations and expenses throughout the planning, execution and close-out of projects. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects in a real estate environment. This experience must include: Managing complex projects (balancing scope/quality, schedule, budget and risk) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout; Interpreting multi-level customer needs and developing them into actionable requirements; Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies; Managing multiple stakeholders by developing relationship strategies; Applying procurement knowledge and experience to manage contracts supporting assigned projects; and Negotiating sound real estate business transactions.
