Position Description Title/PD#: Project Manager/PD18084A Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required to lift and carry reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort. Duties include but are not limited to the following: Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully. Coordinate and manage the overall service provided to a customer end-to-end. Lead and oversee budget, staffing, and contracting. Manage the internal relationship with information technology (IT) process owners supporting the service, assisting with the definition and agreement of Operating Level Agreements (OLAs). Participate in the acquisition process as necessary. Perform needs analysis to determine opportunities for new and improved business process solutions. Provides ongoing optimization and problem-solving support. Provides recommendations for possible improvements and upgrades. Review or conduct audits of information technology (IT) programs and projects. Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements when a request is received to fill a vacancy. You may qualify based on your experience as described below. Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience is defined as experience managing IT systems lifecycles; experience directing the efficient planning and operation of IT software development projects and products in both cloud and on-premise environments. AND Selective Placement Factor: In addition to the above requirements, this position includes a competency/KSAs or special qualification without which a candidate could not perform the duties of a position in a satisfactory manner. Selective factors are applied in addition to minimum qualifications. Applicants who do not meet a selective factor are ineligible for further consideration. The Selective Placement Factor for this position is: Utilizing Agile and DevOps methodologies to manage IT systems lifecycles including acquisition, solutioning, development, modification, modernization, integration, enhancement, deployment, sustainment, and product decommissioning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
