Position Description
The required position is for one project manager to lead multiple Information Technology (IT) projects in support of the Department of Environmental Quality (DEQ), Department of Natural Resources (DNR), and Department of Agriculture and Rural Development (MDARD). Potential projects include: The MDARD - Agencywide Licensing and Inspection System project which will involve building a state of the art consolidated licensing & inspection system to handle 40 different types of licensing and 80,000 inspections annually conducted by the Michigan Department of Agriculture and Rural Development (MDARD). The Land Ownership Tracking System (LOTS) Rewrite Project will involve a rewrite of the legacy LOTS application to simplify state land records management, and support direct inquiry by local governments and private stakeholders, providing for improved transparency and accountability. The project manager will be assigned projects in the portfolio (as noted above or other projects) as prioritized by the State. As a member of the Program Management Office (PMO), the project manager will follow the State’s SUITE methodology (and required deliverables), and utilize the State’s project management tools, to perform project planning through project execution.
Skills Required
Solid skills in project management utilizing a formal project management methodology. Solid skills in project scheduling utilizing a project scheduling tool such as MS Project. Solid skills in Microsoft Word, Excel, and PowerPoint. Strong leadership and communication skills. Ability to communicate technical terminology at levels appropriate to the audience both orally and in writing.
Skills Preferred
Project Management Professional (PMP) certification preferred. Agile Scrum skills. COTS implementation experience.
Experience Required
7+ years of experience in project management utilizing a formal project management methodology, including experience in project planning, scheduling, tracking, issue management, risk management, change management, and status reporting. 7+ years of experience in project scheduling utilizing a project scheduling tool such as MS Project. 7+ years of experience in Microsoft Word, Excel, and PowerPoint.
Experience Preferred
Experience with State of Michigan SUITE Project Management Methodology (PMM) and System Engineering Methodology (SEM) preferred. Experience in Agile Scrum.
Education Preferred
Project Management Professional (PMP) certification preferred. Agile Scrum Master (CSM) certification preferred
