Position Description
Project Manager / Business Analyst for to provide high level requirements gathering services and project management services through all the project stages. The resource will assist in the State of Michigan (SOM) and private partners in defining high level requirements. This outcome of this phase will be used to determine if a request for proposal (RFP) or acquisition of an existing member state solution was most appropriate for meeting the SOM needs. The overall project goal is to create a simplified, single application for all State of Michigan applicants to use to apply for energy assistance and a single interface system to track requests and disbursement of low income energy assistance funds. This single application and interface tool shall be made available to all entities that contract with the department to provide services under the program and will meet the requirements. The work requires the scheduling and tracking of project tasks, and completing the required project deliverables. Project manager responsibilities would include:
• Working with the Department of Human Services, The Michigan Public Service Commission, utilities, other fuel providers, grantees and other local agencies to gather requirements for the application
• Provide a detail analysis of applicants requesting energy assistance and current tracking mechanisms being used by DHS, utilities, other fuel providers, grantees and other local agencies providing low income energy assistance o What type of energy is the assistance being used for o What time of year o Who is using it o What legal hurdles may need to be overcome to share information o What others states are using for a central interface
• Propose procurement alternatives: RFP or inter-state license agreement to use an existing application in production in another state that meets the minimum SOM requirements.
Skills Required
• Business requirements gathering and facilitation.
• Technical writing that includes drafting requirements based statement of work
• Experience in managing medium (under $1 million) projects.
• Must have excellent communications skills. A sample of a program level written communication report and a presentation must be submitted along with the resume.
Experience Preferred
Experience in a government environment and also eligibility system experience highly desired
Education Preferred
Ideal candidate would be PMP certified
