Position Description
• Defines and develops integrated project documentation using the SUITE methodology, including project plans for all aspects of ORS projects as appropriate. Includes project dimensions of scope, schedule, and budget; communications; risk management; procurement of resources; quality control and human resource areas, to meet the project goals and objectives.
• Coordinates and directs project team activities to deliver on-time, on-budget projects that meet customer requirements.
• Practices Change Control Management: maintaining project scope and managing project changes to ensure changes benefit the project and quality of the IT product while meeting customer requirements.
• Applies quality assurance techniques to assure correctness and completeness of project deliverables, including all project related documentation.
• Communicates and coordinates with business clients, AST and ORS management, team members, external DTMB partners, and vendors to meet project goals and objectives.
• Assures project and product deliverable quality by adhering to quality assurance standards, enforcing change control, providing quality control measurements, participating in quality audits, and managing work product/project acceptance, including acceptance of vendor deliverables.
• Provides project management communications as required (i.e., information, status reports, presentations, etc.), to business clients, team members and others.
• Provides leadership so that project team members accomplish project tasks within established quality standards and timeframes and to the satisfaction of the customer. Also provides evaluation of team members’ project performance to AST and ORS management for team members’ personal and professional development.
• Manages the introduction of the project’s product into implementation and provides support for transition into maintenance.
• Manages and coordinates project close-out activities, including post-project implementation review, financial close-out, contract close-out, records retention, etc.

Skills Required
PROJECT MANAGER
• 3-5 years experience in project management with experience utilizing formal project methodologies including: change control management, risk identification and mitigation, issue escalation and project status reporting.
• 3-5 years experience managing IT projects that include Web projects requiring infrastructure change.
• 3-5 years experience with project management tools such as Serena Team Track, MS Project, and CA Clarity.
• PMP certification
• Experience with CMM project methodologies.
• Thorough knowledge of system development methods used for the creation of new systems and enhancements to existing information systems.
• Thorough knowledge of Project Management principles, concepts and practices.
• Considerable knowledge of structured programming methodology and techniques.
• Experience with development projects in a J2EE, SQL, Websphere environment.
• Experience with Windows platforms.
• Ability to communicate effectively, build consensus, facilitate working sessions, and negotiate solutions and alternatives.
• Ability to manage multiple priorities and meet challenging deadlines while working collaboratively in a team environment.
• Ability to prepare and deliver oral and written reports and presentations with clear and concise metrics.
• Ability to communicate technical terminology at a level appropriate to the audience.
