BASIC PURPOSE:\n

Manages professional engineering and design projects related to the rehabilitation and capital improvement of waterworks and wastewater facilities and infrastructure, with a primary focus on mechanical engineering and heating, ventilation and air conditioning (HVAC) projects.\n

SUPERVISION RECEIVED:\n

Works under the general supervision of a Program Manager or Sr. Program Manager in the Engineering and Construction Department.\n

SUPERVISION EXERCISED:\n

Exercises close supervision over a small staff of professional employees.\n

ESSENTIAL DUTIES AND RESPONSIBILITIES:\n\nManages the planning and design phases of assigned rehabilitation and capital engineering projects Performs and manages reviews of reports, memoranda, work plans, designs, cost estimates and other professional engineering work products, including evaluations, calculations, technical analyses, scheduling, and plans and specifications.\nSupervises and performs professional engineering work of substantial difficulty and importance requiring the exercising of independent engineering judgment including the gathering of information, development of evaluation and design, and preparation of reports, contract plans and specifications.\nManages all phases of consultant selection and supervision of professional engineering consultant contracts including the development of scopes of services, plans and specifications, cost estimates and work schedules, participates in negotiations, and prepares contract award recommendations. Ensures compliance with contract budgets, schedules, and terms.\nSupervises and manages junior professional staff, including assignment of tasks and evaluation of performance. Provides technical assistance to staff.\nInitiates new projects and prepares capital and current expense budget requests.\nCoordinates projects with communities, external public interest groups, government agencies, and other MWRA departments. Provides technical information and assistance. May address professional and community groups and initiate outreach projects.\nPrepares documents to secure funding and permits from various federal, state and local agencies.\nProvides construction administration services during construction, including review of submittals, shop drawings and proposed change orders, provides interpretations and clarifications of contract documents, attends monthly progress meetings, performs inspections, provides review of redlined drawings, record drawings and detail records, and performs all other services necessary to support construction projects.\n\n

SECONDARY DUTIES:\n\nPerforms related duties as required.\n\n

MINIMUM QUALIFICATIONS:\n

Education and Experience:\n\nA Bachelor's degree in mechanical engineering or related field; and\nFive (5) to seven (7) years of engineering design, project management, and\/or construction experience, preferably related to mechanical and HVAC systems serving major water\/wastewater facilities; and two (2) years of experience in a supervisory capacity; or\nAny equivalent combination of education or experience.\n\n

Necessary Knowledge, Skills and Abilities:\n\nKnowledge of principles and practices of mechanical engineering.\nKnowledge of design, construction and operation of mechanical systems and heating, ventilation and air conditioning systems preferred.\nDemonstrated interpersonal, managerial, written, and oral communication skills.\nDemonstrated ability to work effectively as part of a collaborative project team and also to function independently with minimal supervision.\nKnowledge of local, state and federal regulations as applicable to the planning, design and construction of water and wastewater infrastructure \nKnowledge of Massachusetts bidding laws including M.G.L. Chapter 30 and Chapter 149 construction bidding regulations.\nFamiliarity with computer software such as Microsoft Office Suite, GIS, Microsoft Project or Oracle Primavera P6 is preferred.\n\n

SPECIAL REQUIREMENTS:\n\nValid Massachusetts Class D Motor Vehicle Operators License is required.\nMassachusetts license as Registered Professional Engineer (P.E.) in Massachusetts is preferred.\n\n

TOOLS AND EQUIPMENT USED:\n

Office equipment as normally associated with the use of telephone, personal computer including word processing and other software, copy and fax machine.\n

While performing the duties of this job, the employee regularly works in an office environment with frequent periods of work outside in all weather conditions. The employee at times works near moving mechanical parts, and is at times exposed to wet and\/or humid conditions and vibration. The employee occasionally works in high or underground precarious places and is at times exposed to fumes or airborne particles, toxic or caustic chemicals and risk of electrical shock. The noise level in the work environment is usually loud in field settings and moderately quiet in an office setting. \n
