Project Manager
**Summary** **CHENEGA FACILITIES MANAGEMENT, LLC** Los Fresnos, TX The **Project Manager** is responsible to the Government for overall management control and accountability for technical performance, cost and schedule control requirements, and general management of specific projects assigned to them. **Responsibilities** + Directly responsible for all aspects of the effort and shall have the autonomy from the corporate headquarters to execute the effort unimpeded by corporate management. + Responsible for the successful performance of the contract and ensuring project safety and quality control. + Primary liaison with the Government customer. + Develop and maintain proactive working relationships with your team members, vendors, management and other departments + Monitor and report program execution status with CFM leadership and Chenega corporate office. + Evaluate program labor hour execution against contractual performance criteria then analyze, recommend, and report findings on a regular basis. + Establish and monitor detailed workflows and resourcing plans, set deadlines, assign responsibilities, resolve conflicts, and manage progress with confidence. + Review, approve, and report project resources time allocation and correlating invoice processing + Foresee a project's obstacles, risks, and constraints and effectively plan around them. + Provide weekly status reports that inspire as well as capture progress and issues. + Required to follow all company personnel and safety policies, and perform all assigned duties in a safe work manner. + Ensure the selection and assignment of qualified management personnel with demonstrated competence in their area of expertise + Delegate management authority to each functional manager for their area and hold accountable for meeting performance goals + Monitor technical, financial, and management performance per contract requirements and ensure cost control at each organizational level + Communicate project goals, objectives, and performance accomplishments through staff meetings, memos, and management + Establish incentive programs to motivate the work force to provide the best possible service to the customer + On site representative for monitoring of contract compliance between CFM and IUOE Local 564 union + Manage personnel scheduling, time keeping, and ensure purchase and inventory (including Gov. equipment) is controlled and maintained. + Implement the Safety Program (Committee) to minimize safety hazards. + Manage report mechanisms in filing disability and workers comp. cases. + Responsible for CFM compliance to OSHA regulations. + Act as security liaison with the ICE and contract guard services. + Assure that all reports submitted to the client are completed accurately and within set times per contract. + Implement a quality control program, conduct inspections, and modify the program to provide for correction of deficiencies identified. + Review annually health and safety, OSHA, and other specialized technical work-related issues. + Responsible for recruitment of qualified personnel, corporate hire packets, training and retention. + Maintain accurate documents on all equipment and systems. + Monitor submittals of deliverables per contract requirements. + Ensure all training of staff is performed as required. + Select and monitor performance of sub-contractor operations. + Attend briefings, conferences, and other Government designated meetings as required in the execution of this effort or as requested by the CO/COTR. + Responsible for managing Port Isabel Detention Center’s equipment and infrastructure, including preventive maintenance, routine maintenance and repairs, and on-call emergency repair for the Operations and Maintenance (O&M), and Repairs of the facilities. + Other duties as assigned. **Qualifications** + Bachelor’s degree in related field Preferred + Minimum ten (10) years of management experience in Base Operations **Knowledge, Skills and Abilities** + Ability to obtain a Dept. of Homeland Security (DHS) Clearance. + Knowledge in operations and maintenance of facilities, utilities (water & sewer), installed building equipment, and high voltage distribution systems. + Highly qualified and possess general supervisory operation maintenance experience. + Possess specific management experience in operations, maintenance or asset management. + Must understand ISO and quality management system program level functions. + Ability to read and speak Spanish, Preferred. **Physical Demands** (The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
