JOB DESCRIPTION:

The required position is for a project manager to lead multiple Information Technology (IT) projects supporting DTMB - Chief Technology Officer (CTO) organization, primarily I T Infrastructure & Security related projects as prioritized by State. The Project Manager will work under the direction of PMO Manager supporting CTO organization. Project manager’s role and responsibility includes, but is not limited to: • Provide project management for project activities to ensure that the project is completed on time, within budget and within scope. • Define project scope, duration, resources and cost, as well as the best course of action/approach to attain the project objectives. • Provide project management for project scheduling, tracking, issue management, risk management, change management, and status reporting. • Follow the State Unified Information Technology Environment (SUITE) Project Management Methodology (PMM) and System Engineering Methodology (SEM) along with required deliverables throughout the project. • Utilize the State’s Project Portfolio Management (PPM) tool (Changepoint) on all projects. • Plans and coordinates work with teams. Designs and implements project plans. Generally work with other IT managers and IT infrastructure technical teams. Relies on experience and judgment to plan and accomplish goals. • Acts as a program manager for large complex enterprise IT Infrastructure initiatives. • Acts as a partner to other project managers performing Project Management Quality Assurance for their projects.

 

Skills Required:

Strong Project Management skills to manage and oversee a large, long range and/or multiple complex project. • Strong skills in Microsoft Word, Excel and PowerPoint. • Strong skills in project scheduling utilizing a project scheduling tool such as MS Project. • Strong leadership and communication skills. • Able to perform training, mentoring and knowledge transfer to team members. • Able to develop project documentation including project scope statements, cost estimates, human resource requirements, work plans, time schedules, risk plans and communication plans. • Able to assign/coordinate work to project team member to meet project or program objectives. • Able to establish and monitor program or project priorities, objectives and procedures and be able to determine area objectives, targets of service and resource needs allocation. • Able to develop and maintain records, prepare reports and compose correspondence relative to the work • Able to use State of Michigan project management methodology State Unified Information Technology Environment (SUITE) for all projects. • Able to maintain awareness of emerging technologies and project management techniques.

 

Experience Required:

7+ years of experience in project management utilizing a formal project management methodology, including project initiation, planning, creation of project schedule, tracking, issue management, risk management, change management and status reporting. 5+ years of experience with I T Infrastructure projects. 7+ years of experience in Microsoft Word, Excel and PowerPoint

Experience Preferred:

Experience with State of Michigan SUITE Project Management Methodology(PMM), System Engineering Methodology(SEM) preferred.

• Experience with enterprise I T Infrastructure Projects preferred.

 

Education Preferred: Project Management Professional (PMP) Certification and Information Technology Infrastructure Library (ITIL) certification preferred.

 

Additional Information: The technical environment for performing the work includes, but not limited to Microsoft Windows 7, Microsoft Windows 8, Microsoft Office 2010(Word, Excel, PowerPoint, Visio and Project), Changepoint, and Microsoft Outlook.
