**Job Description and Duties**
**The CalSTRS Project Management Program Division is seeking a motivated individual to work as a Project Manager in the Project Management Office.**
The Technology Services Branch is committed to providing quality and timely technical support and services to the organization. Technology Services provides resources to successfully meet the technical demands of the organization.
The Project Management Program supports CalSTRS’ commitment to quality and effective use of our valuable resources for the realization of CalSTRS vision, mission, strategic goals and objectives through successful project delivery and administration, management and support of CalSTRS project portfolio management system. Working in the Project Management Program provides the opportunity to work with business and information technology professionals throughout CalSTRS from project intake, assessment, prioritization and resourcing through the successful delivery and implementation of initiatives that transform CalSTRS’ business. Our team provides you with the tools, processes, learning opportunities and support to continue your professional development while supporting CalSTRS continued growth in securing the retirements of California teachers for many years into the future.
Under the direction of the Project Management Office (PMO) Manager, the Information Technology Specialist I acts as a project manager on enterprise projects requiring regular innovative problem-solving skills within broadly stated and non-specific guidelines. The incumbent is responsible for developing and sustaining cooperative working relationships with project stakeholders and ensure timely and effective decisions are made by providing project assistance and mentoring to business areas. This position may receive assignments directly from lead PMO project managers.
**The ideal candidate will possess the following skills:**
+ Project Management Institute (PMI), Project Management Professional (PMP) certification
+ Certified Scrum Master (CSM) or Certified Product Owner (CPO) certification
+ A degree in Management Information Systems (MIS) or related field
+ Demonstrated experience managing information technology projects utilizing predictive/waterfall methodologies and agile methodologies
+ Experience in contract and/or vendor management
+ Ability to effectively communicate both verbally and written with project members and stakeholders of all levels
+ Ability to manage multiple assignments and organize workload to accommodate changing priorities
Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
**Telework Information:** We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2 days per week.

**Working Conditions**
All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.
This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.

**Special Requirements**
**Statement of Qualifications:**
Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to an on-site interview. When completing the SOQ, please include all relevant experience, education, and training, as applicable, and explain all answers thoroughly. Your SOQ should not exceed 2-3 pages, single-spaced, 12-point Calibri font and address the following questions.
1. Describe you project management experience within an Information Technology Project Management Office, as well as your education and training as it pertains to the duty statement provided.
2. Describe two of your largest or most complex projects for which you had the overall project management role and responsibility. Outline the project budget, average number of internal and contract resources, project duration, and project outcome.

**Background Investigation**
Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a _Personal History Statement_ and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.
CalSTRS Disclosure Requirements
This position may be subject to disclosure and disqualification requirements concerning economic conflict of interest in government work, including the Conflict of Interest Code that applies to CalSTRS team members and the Political Reform Act, which require disclosure of certain investment information and use of a designated trading platform for securities transactions, as well as filing a Statement of Economic Interest (Form 700).

**Desirable Qualifications**

**Minimum Qualifications:**
+ Two years as an Information Technology Associate; or
+ Four years of general information technology experience performing technical and/or analytical tasks for computer systems or services in any of the six domains or emerging information technology fields; or
+ 120 semester units (or 180 quarter units) from an accredited college or university including at least 15 semester units (or 22.5 quarter units) of information technology or closely related course work; or
+ Any equivalent combination of experience and education.
