Project Manager

Responsible for proposal development and follow-on management of multiple IDIQ construction projects of in-house engineering designs of all sizes and complexities. 

Serve as a point of contact for proposal documentation development for various IDIQ requests received from the NASA customer, including determination of project objectives, scope, budget, and schedule.  Excellent communication skills for interfacing with the customer is a must. Develop subcontractor statements of work and support the Subcontracts Manager in solicitation activities of construction work.  Enter purchase requests for subcontract services on released tasks and coordinate invoicing and closeout of subcontracts with the Subcontracts Office. Lead a team in the execution of project scope after release of task including the development of all required documentation/deliverables within budget and schedule constraints.  Includes coordination of in-house support of construction management, safety, environmental, and engineering services. Control project work accomplishments vs. scope of services contracted, assess progress vs. schedule and budget; resolve conflicts or elevate conflicts to management level necessary for resolution; provide regular status updates to customers and stakeholders. Coordinate with assigned in-house construction manager on site work activities, progress, and issues for project status reporting and subcontractor invoice approvals. Occasionally required to perform project management activities for in-house design services projects to maintain a balanced workload.

Manages planning, scheduling, estimating, and reviews work accomplished by the project/construction team.  Works and coordinates within a matrix engineering organization with Supervisors to acquire in-house resources needed to complete projects.  May supervise two to ten projects and/or project teams of up to ten (10) members.

Qualifications\:
US Citizenship required. Must be able to obtain and maintain a security clearance as required. BS degree from an accredited engineering school and five (5) to ten (10) years of engineering experience with at least three (3) years in project management, or a MS degree from an accredited engineering school and three (3) to five (5) years of engineering experience with at least two (2) years in project management, or a Ph.D. degree and two (2) to three (3) years of engineering experience with at least one (1) year in project management. 

Demonstrated competence in project management and technical competence in discipline field(s) and knowledge of company policies and practices.

Project Management oversight for construction projects with the understanding of design documentation requirements and preparation to complete a successful project. Holds Project Management Institute (PMI) and holds a PMP®/CMRP® certification or obtains certification within 2 years of hire date. Proficient in Microsoft word, excel, project, and Outlook. Knowledgeable in budget reporting and understanding programs associated with project management.

Essential Functions

Work Environment\:
Office environment. (65%) Test facilities and active construction site environment - loud noise and potentially hazardous
equipment operation. (35%) Travel between office and various within the NASA center is required.

Physical Requirements\:
Limited time spent on active construction sites. Must be physically capable of walking and climbing over rough terrain and working at elevated heights and confined spaces. Construction sites are commonly areas of high noise levels due to construction equipment and facility test operations. (35%) Appropriate PPE and training will be provided for all conditions. Must be able to walk, stand, bend, twist and sit for extended periods as well as climb, crawl, and lift up to 35 lbs.

Standard office equipment (PC, telephone, fax, copier, etc.) (65%) including the following typical PC Software-Microsoft Office Suite (Word, Excel, Outlook) and Microsoft Project.
Safety and Personal Protective Equipment (35%)

Attendance\:
Regular attendance mandatory (100%)
Overtime/work outside normal schedule required (5% - 20%)

U.S. Citizenship required. Must be able to obtain and maintain a security clearance as required. Valid driver’s license is required. Must be able to work in a team atmosphere and put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. Must be able to balance scope, schedule, and budget to ensure project success. The work environment requires the ability to cooperate and work with individuals at all levels of the company and the client.
