EPCOR’s Water Services (EWS) is hiring a Full-Time Temporary Project Manager position for up to 12 months to join the Project Management (PM) team working out of the Gold Bar Wastewater Plant site in Edmonton, AB. As a Project Manager, you are directly accountable to the Manager, Embedded Engineering and indirectly to the embedded EPCOR Water Services (EWS) and primarily responsible for managing multiple complex capital projects (less than $5 million) for EWS while ensuring effective planning, delivery and handover to Operations. Other key responsibilities include applying engineering and project management principles and practices, leadership and interpersonal skills managing technical resources and stakeholders to ensure deliverable are met.

 

In this role, you are responsible for project performance in the areas of execution planning, resourcing planning, contract management and client communications, as well as internal and external reporting to ensure quality, costs and schedules are within parameters and HSE requirements are met. 

 

This position may be eligible to participate in EPCOR’s Where We Work hybrid program after completing 6 months in the role – depending on business needs and upon meeting the eligibility requirements.

 

 

What you’d be responsible for

 

Planning 

Providing key inputs in the development of Project Management annual plans and while ensuring appropriate understanding of the EPCOR Water Services (EWS), EPCOR Water Treatment Plant (EWTP) and the Water Plants Projects strategies to ensure effective long term, Performance Based Rates (PBR) submission, asset management, engineering assessments and annual budget planning. Identifying the necessary budget, resources and staff required to deliver the annual Project Management plan including engineering design and construction of quality capital projects that are cost effective, safe and timely.Developing the procurement strategy for project deliverables aligned with the EWS’ strategic plan.Liaising with Supply Chain Management (SCM) stakeholders to implement procurement strategy and perform procurement activities in alignment with EPCORs policies, procedures and values. These include preparing request for proposal / qualification documents, preparing construction tenders / contract documents, evaluating proposals and bids and recommending award.

 

Delivery

Adopting best practices in project management and project execution strategies to manage the delivery of capital projects for EPCOR infrastructure in a safe and timely fashion and within budget and set quality standard.  Monitoring and controlling the delivery of capital projects against appropriate performance metrics. Regularly monitoring, measuring and reporting metrics. Making timely adjustments using sound project management principles to ensure overall targets are achieved or exceeded. Responsible to effectively setup and manage multiple projects from inception to completion.Assessing, evaluating, and appointing external contractors and consultants with adequate qualifications, cost minimization, and proper contractor management practices – to support project execution in compliance with EWS procurement, Health Safety & Environment (HSE), and legal requirementsIntegrating safety and environmental aspects in design and construction; supporting HS&E led investigations as required; conducting routine site inspections on projects sites - documenting any safety or environmental risks or deficiencies found and assign appropriate corrective actions. Support the administration of contracts for consultants and contractors through the planning and execution of work and coordinating input for design and construction from stakeholders, assessing and processing progress claims, chairing project meetings and completing project close outs.

 

Team Leadership & Stakeholder Collaboration

Managing diverse project teams - external (consultants, construction contractors) and internal (design engineers & technologists, construction managers, surveyors, inspectors and construction supervisors) resources to achieve project objectives. Consulting with stakeholders to ensure a mutual understanding of issues, or opportunities and seek information to create effective solutions.Fostering cross-functional relationships within Water Services and EPCOR at large for effective team positioning as a key partner to all internal stakeholders (Plant Engineering, Quality Assurance (QA), Operations, Maintenance, Project Management Office (PMO) and Supply Chain), Public and Government Affairs (P&GA), Control and Automation and external stakeholders (contractors, consultants, suppliers and vendors, regulatory agencies, industry competitors, governmental agencies and land owners).Collaborating with Project Management Office for capital portfolio (Estimating, Forecasting, Scheduling, Risk Management, processes and procedures, etc.).Interfacing with client representatives, providing timely updates on construction progress and responding to client requests for changing work fronts or schedule escalations. Managing performance, coaching and mentoring 1- 2 indirect reports such as Project Managers, Project Engineers, and Engineering Co-op students etc. in developmental capacities and as requested by Manager to ensure a high-functioning team.

 

Risk Management & Compliance

Adhering to Integrated Management Systems where applicable and assisting with necessary audits and other improvements as required.Ensuring the delivery strategy considers risk, stakeholders and the broader business and regulatory environment.Considering operational and public impacts, risks, integration opportunities with other projects and aligning with established priorities developed in the business unit and across EPCOR.Assisting with the development, implementation and reviewing of project management processes and improvements to ensure compliance to policies, standards and regulatory requirements, mitigation of risks and continuous improvement.

 

What’s required to be successful

 

Education:

Completion of an Engineering Degree from a recognized post-secondary educational institution. Alternatively, a Professional Licensee (P.L.) designation may be considered. Must be registered with APEGA as a P. Eng. or P.L. or aspire towards becoming a certified professional 6 months after being hired into the role. Project Management Professional (PMP) designation will be considered an asset. 

 

Experience that include:

5+ years’ progressively responsible experience in engineering design and construction project management for individuals holding a P.Eng.Managing multiple medium to large sized, complex water and wastewater infrastructure projects with a leadership and decision-making capacity, overseeing project teams with minimal supervision and guidance.Financial and management-related experience will be considered and asset.

 

Knowledge and Skills that include:

Engineering design and construction of water and wastewater treatment, distribution, transmission and collection systems.Best practices in project management and delivery processes at all project phases from initiation to close-out.Delivering results through planning and controlling work and technical resources that aligns with budgets, schedule, and quality requirements including documenting management tools and processes.

 

Proven ability in:

Analyzing complex technical information and make timely, well-rationalized decisions Developing longer term (5 year) plans that are followed by the company through planning of capital projects (e.g. structural integrity and critical asset management).Applying strong interpersonal and communication skills, and leverage networks to influence, persuade, negotiate, and facilitate discussions to make decisions, align interests, build relationships and resolve issues.Adept use of software and technology as required, to effectively deliver projects and complete necessary reporting.

You are also willing to adhere to EPCOR’s standard processes and to contribute to improving them, while demonstrating a strong commitment to safety.
