Job Summary:
We are seeking an experienced Project Manager to lead the establishment of an Enterprise Program Management Office (EPMO) for a Federal client in Springfield, VA. The PM will be responsible for developing project governance frameworks, implementing standardized project management practices, and ensuring alignment with organizational strategic goals.
Base Salary: $150,000-$155,000/Annually
Responsibilities/Duties:Project Planning & ExecutionDevelop a comprehensive project plan with clear milestones, timelines, and deliverables.Conduct stakeholder analysis and facilitate requirements gathering.Establish governance frameworks for project oversight and reporting.Team Coordination & LeadershipLead and coordinate the efforts of a team members and stakeholdersDevelop roles, responsibilities, and resource allocation strategies.Monitor project performance and ensure alignment with strategic priorities.PMO Framework DevelopmentDevelop standard operating procedures (SOPs) for project management.Implement project management tools, templates, and methodologies.Establish workflows for project initiation, risk management, and resource allocation.Reporting & CommunicationProvide weekly project updates to the Program Manager and Division Director.Maintain thorough documentation of all processes, decisions, and project milestones.Lead status meetings and stakeholder briefings.Training & Knowledge TransferConduct training sessions for staff on PMO processes, tools, and governance.Develop a knowledge transfer plan to ensure project sustainability post-implementation.Qualifications:Experience:Minimum 15 years of project management experience, preferably within government agencies or large organizations.At least 10 years of executive-level project and program management.Preferred experience within Department of Homeland Security or other Federal AgencyEducation & Certification:PMP (Project Management Professional), PgMP (Program Management Professional), or equivalent certification preferred.Skills & Competencies:Strong leadership, organizational, and communication skills.Experience managing large-scale enterprise projects and overseeing cross-functional teams.Proven ability to develop project governance frameworks, standard operating procedures (SOPs), and reporting mechanisms.Ability to identify and mitigate project risks effectively.Strong understanding of project management methodologies (Agile, Waterfall, or hybrid approaches).Benefits and Perks:Medical / Vision and Dental PlansHoliday and Personal Time Off Pay401K planLife InsuranceEducation and Training Assistance Program (discussed during the on boarding process)Incentive Plans and Referral BonusesEmployee Assistance ProgramsOld Dominion Strategies, LLC is an equal opportunity employer and all qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, disability status, protected veteran status, or any other characteristic protected by law.
