SCOPE OF SERVICES:
UNIVERSAL Technologies is seeking an experienced Project Manager Consultant to lead both in-house and consultant development teams, ensuring the successful execution of IT projects. The consultant will be responsible for overseeing all aspects of project planning, execution, risk management, and stakeholder communication.
KEY RESPONSIBILITIES:
Project Leadership & Governance
+ Define project scope, develop schedules, and monitor budget/costs, goals, and deliverables in collaboration with stakeholders and senior management.
+ Lead project teams, ensuring alignment with strategic planning and execution activities.
+ Oversee governance structures to promote accountability, engagement, and oversight.
+ Establish and maintain strategic partnerships between business needs and technology delivery.
+ Ensure successful completion of solution implementations utilizing strong leadership, project, and resource management skills.
Risk Management & Execution
+ Identify, monitor, and mitigate project risks to ensure timely completion within budget.
+ Proactively identify stakeholder points of conflict and potential project issues.
+ Monitor project activities and resources to mitigate risks and optimize efficiency.
+ Implement and maintain quality assurance processes and ensure compliance with SDLC best practices.
Technical & Change Management
+ Serve as an authority on computer application development for programs of varying complexity.
+ Supervise programming staff engaged in software development activities.
+ Ensure adherence to Agile, Waterfall, and other SDLC methodologies.
+ Manage vendor relationships and ensure compliance with project scope, deliverables, and timelines.
+ Brainstorm and communicate solution ideas with the team, clients, and management to ensure all stakeholders are engaged.
MANDATORY SKILLS/EXPERIENCE:
Note: Candidates who do not meet the mandatory requirements will not be considered.
+ Minimum 10 years of experience overseeing medium to large-scale IT projects with multiple work streams.
+ Experience coordinating and delegating assignments for project teams of 15+ members.
+ Skilled in acting as the primary point of contact for stakeholders regarding project status, reporting, and risk management.
+ Strong expertise in project management tools such as MS Project, Jira, Primavera, Azure DevOps, and Visio.
+ Proven ability to set up SDLC processes and follow standard development methodologies (Agile, Scrum, Waterfall, RUP).
+ Excellent decision-making, problem-solving, and leadership skills.
PREFERRED SKILLS/EXPERIENCE:
+ Master’s Degree in Management, Engineering, or a technology-related field.
+ PMP Certification in Project Management.
+ Experience with GIS tools and map integration.
+ Background in federal, state, or local government projects.
+ Experience working with wireless, mobile, or disconnected architecture/applications.
+ Prior experience with asset management system development.
+ Strong facilitation skills for meetings, workshops, and stakeholder engagement.
