The Office of the Chief Financial Officer - Procurement division is accepting applications for a Project Manager & Analytics Specialist IV position. Position Summary The Project Manager & Analytics Specialist IV (PMAS IV) will lead a team of subject-matter experts to deliver measurable results, enhance operational efficiency, and ensure compliance with all federal, state, local, and internal regulations, policies, and procedure within the Office of Contracting and Procurement (OCP). The ideal candidate will have expertise in Lean, Six Sigma, or other process improvement methodologies, combined with strong audit management skills and proficiency in technology, including Oracle Enterprise Resource Planning system (ERP) and data analysis tools. This role is critical to driving innovation and ensuring the integrity of procurement processes through robust project management and advanced technical capabilities. Examples of Duties + Analyzes data from a variety of database sources and formats for research, systems, and report design. + Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on their use, and in finding ways to be used to improve their functionality. + Assists with the implementation of divisional goals, initiatives and plans. + Develops and implements initiatives to improve work processes. + Drives fact-based decision making at all levels within the organization. + Drives process improvement initiatives, including automation, on the processes/tools used to increase the capability and efficiency of reporting efforts. + Investigates and analyzes complex proposed departmental reorganizations of City departments. + Manages project development and execution from inception to closure. + Presents results of analyses concisely and effectively to ensure adoption. + Produces summarization reports, outputs, and operational interfaces that present research findings to stakeholders. + Provides recommendations for improving business results, operational efficiencies, and system experiences through in-depth analysis. + Provides supporting information to substantiate research findings. + Responsible for Data Management best practices, quality standards and advanced Data Management activities (Acquisitions, Reorganizations, Advanced Data Setup, etc.). + Tracks and reports project milestones and status reports to project sponsors. + Works in conjunction with the CPO and Deputy CPO to manage change control and ensure consistency and alignment of change control management across the Department. Leadership & Collaboration • Lead a multi-person team of experts to achieve strategic goals and maintain accountability for project outcomes. • Foster collaboration with stakeholders across City government to ensure project alignment with organizational objectives. Process Improvement & Optimization • Apply Lean, Six Sigma, or similar methodologies to identify inefficiencies and implement streamlined, scalable processes. • Lead initiatives to redesign workflows, improve performance, and reduce operational waste. Audit Management • Oversee internal and external audits related to procurement, ensuring timely responses and resolution of findings. • Develop and implement audit frameworks and risk mitigation strategies to enhance compliance. • Maintain accurate records and documentation to facilitate successful audit outcomes. Technology Administration & Innovation • Administer the procurement module within the Oracle ERP system to optimize functionality and resolve technical issues. • Partner with IT professionals and consultants to troubleshoot ERP challenges and deploy system enhancements. • Leverage advanced data analysis tools (e.g., Excel, Tableau, Power BI) to create dashboards and provide actionable insights. Data Analysis & Reporting • Analyze large datasets to identify trends, inform decision-making, and support evidence-based policy development. • Design user-friendly dashboards and tools to provide stakeholders with transparent, actionable data. Policy Research & Development • Conduct research on federal, state, and local procurement regulations, best practices, and emerging trends. • Recommend policy and procedural updates, leveraging insights from external experts and procurement teams in other jurisdictions. Financial Analysis • Incorporate principles of financial health, cost management, and pricing strategies into procurement decisions. • Provide financial insights that align with process improvement and cost-saving objectives. Standard Operating Procedures • Maintain and update OCP’s Standard Operating Procedures (SOPs) to reflect current best practices. • Ensure department-wide adherence to SOPs through training and continuous monitoring. Additional Responsibilities • Perform other duties as assigned by the CPO or Deputy CPO to support the mission of the OCP Minimum Qualifications Education Bachelor's degree with major in data analytics, project management, business, management, or organizational development. Experience Significantly advanced levels of responsibility and four to five (4-5) years of previous experience in project management. Preferred Qualifications: Education & Certifications • Bachelor’s degree in Public Administration, Business, Engineering, Finance, Information Systems, or a related field (Master’s degree preferred). • Certification in Lean, Six Sigma (Black Belt preferred), or other recognized process improvement methodologies. • Certifications or training in audit management or information systems (e.g., CISA, CIA, or equivalent) are a plus. Experience • Minimum of 5 years of experience in project management, procurement, or a related field, with a proven track record of process improvement and successful audit management. • Demonstrated experience with ERP systems (Oracle preferred) and managing technical projects. Technical Skills • Expertise in using ERP systems for procurement and process management. • Proficiency in advanced data analysis tools such as Excel, Tableau, Power BI, or similar platforms. • Familiarity with audit frameworks and compliance processes. • Strong understanding of procurement regulations, technology integration, and risk mitigation strategies.
