Senior Project Manager & Asset Manager
Harris & Associates is seeking an experienced and results-driven Senior Project Manager & Asset Manager to join our Program Management business unit. This role will focus on capital infrastructure asset management—including condition assessment, improvement recommendations, and long-term planning—as well as the project management of capital improvement projects designed by others.
Our work primarily involves right-of-way infrastructure such as pavement, sidewalks, signage, and storm drains, with plans to expand into additional utilities and vertical structures. The ideal candidate is a licensed Civil Engineer in California with 10+ years of experience in capital improvement project (CIP) delivery, asset management, and infrastructure planning within public agencies.
Key Responsibilities
• Oversee asset condition assessment of various municipal assets, including pavement, sidewalks, signage, storm drains, and other infrastructure components.
• Manage the preparation of asset condition surveys and ensure their accurate input into asset management systems.
• Utilize asset management software applications to perform calculations, generate reports, and create necessary maps (e.g., Pavement Condition Index (PCI) and scenario maps).
• Develop and maintain project schedules, budgets, and reports to ensure the timely delivery of services.
• Verify and ensure accuracy, quality, and thoroughness of asset condition assessments and related documentation.
• Lead and mentor a team of asset management professionals to complete projects efficiently and effectively.
• Ensure compliance with field safety requirements, including proper use of personal protective equipment (PPE) and adherence to safety protocols.
• Maintain a high level of professionalism when interacting with clients, stakeholders, and the public.
• Support business development efforts by identifying and pursuing opportunities to expand Harris’ asset management and infrastructure services.
Qualifications & Experience
• Registered Civil Engineer (PE) in California.
• 10+ years of experience in CIP project delivery, asset management, or infrastructure planning for public agencies.
• Strong knowledge of right-of-way infrastructure, with a focus on pavement, sidewalks, signage, and storm drains, and a willingness to expand into other capital infrastructure (e.g. water, wastewater, vertical).
• Hands-on experience with asset condition surveys, asset management software, and GIS-based systems.
• Strong project management skills, including budgeting, scheduling, and stakeholder engagement.
• Proven ability to mentor teams and provide leadership in asset management projects.
• Familiarity with regulatory standards, safety protocols, and field data collection best practices.
• Experience in business development, with the ability to identify, pursue, and secure new opportunities.

Compensation and Benefits
The salary range for this position is $140K-150K. This will be dependent on the experience and expertise of the incoming candidate.
