Project Manager - Capital Improvement

Hiring a Project Manager with 4+ years’ experience managing capital improvement projects (roofing, parking facilities, buildings, grading and drainages, roadways, sewer and water facilities, and other projects).

Job Description

Serves as the point of contact on assigned projects, performs a variety of skilled duties such as assembling, coordinating, and managing multidisciplinary technical review teams; reviews plans and specifications, troubleshoots, and develops solutions with contractors and engineers for problems in roofing, parking facilities, buildings, grading and drainages, roadways, sewer and water facilities, and other capital improvement projects. Develops and executes project plans. Defines project scope, goals and deliverables. Makes critical decisions regarding project methods, design, technologies and resources. Ensures compliance with organizational standards, regulations, and industry best practices.Coordinates and oversees capital improvement projects, community development projects, and related policies and plans from soliciting bids to project completion; liaises with and coordinates cooperation between agencies, contractors, county management, county commission, and the public. Prepares bidding documents and oversees bidding process and awards; facilitates and coordinates all activities associated with project design and implementation, negotiates claims and change orders for final approval by Appointing Authority.Represents the department and county in forums; writes persuasive complex reports; presents data in public forum; and achieves cooperation from governing bodies, departments, agencies, and the public. Develops and maintains project budgets and cost estimates; coordinates invoicing and project accounting; prepares and maintains schedules, authorizes payments and prepares final reports on projects. Reviews plans for accuracy and completeness; evaluates and determines project issues and scope; writes project specifications, evaluates project impacts and relevant issues; engages in meetings and input processes with stakeholders, including the public as warranted; coordinates project aspects with other agencies; issues stop work orders; conducts walk-thru inspections with appropriate persons to determine compliance with contract provisions prior to submitting a recommendation for bond release; approves final payment and bond release. Responsible for managing all aspects of project phases; oversees multiple projects with various funding sources that frequently require multiagency and/or inter-departmental interactions.Leads project teams, identifying roles, responsibilities, objectives, and expectations. Effectively communicates with stakeholders, considers varying needs, manages expectations, and resolves conflict. Assists with developing and administering the department budget; estimates costs and budget needs for operations, construction, purchases, and repairs; prepares funding justification requests; monitors expenditures for budget conformance; accounts for budget expenditures and variances.Will be managing 3-4 projects at a time.

 

Qualifications

Five (5) years of progressively responsible experience with building and civil plan interpretation, building code review, construction procedures, quality of materials, safety standards, and use of basic mathematics and geometry in the fieldMust obtain and maintain FEMA Certified Floodplain Manager certificate within two (2) years of hire. Must obtain and maintain Project Management Certification within 12 months of hire. Maintain a Class C Driver’s License

Pay and Benefits

The pay range for this position is $39.00 - $50.00
