PROJECT MANAGER- Custodial Operations (Secret Clearance Required)

INTRODUCTION

Located in DC/MD, the Project Manager's core working hours are 8:30 am to 5:00 pm, Monday through Friday. The full-time position offers a competitive salary  and a comprehensive benefits package.


The Project Manager position requires that the employee must successfully complete criminal history information background check and drug screening and be able to obtain and maintain a government security clearance.

The Project Manager (s) must be present during regular hours during the workweek. The Project Manager shall provide direct contract oversight during normal working hours; at a minimum, competent supervisory staff must also be present for the evening shift. The Project Manager (s) shall have the authority to hire and terminate employees. The Project Manager shall be able to make purchases up to $5,000 to accomplish the performance work statement. The Project Manager (s) shall have the authority to hire and terminate employees.

The Project Manager is responsible for the management and scheduling of work to be performed under this requirement. Experience must be in operating buildings of the same approximate size, scale, complexity, and characteristics of the establishment managed. 

This position requires the employee to complete criminal history information background check and drug screening. The Project Manager must be able to obtain and maintain a government security clearance.

The Project Manager is responsible for the successful operation, scheduling, and financial management of a total facilities management contract of over $3 million. The Vice President of Contract Operations supervises this position.

KEY RESPONSIBILITIES

*1. Ensures quality, safe, and efficient operations are maintained at the assigned contract location, according to statements of work, established costing, and budget.

 *2. Directly supervises Custodial Site Supervisor and Office Assistant (where applicable) at assigned site. Supervisory duties include (but are not limited to: a. Preparing and discussing performance evaluations for all assigned staff. b. Ensuring supervisory staff completes evaluations of assigned staff. c. Approving requests for vacation and sick leave when appropriate. Make recommendations for work assignments, disciplinary matters, and other personnel actions. 

*3. Maintains contact and positive communications with the COR and tenant representatives to ensure work is being performed per contract specifications and inform them of any problems or schedule changes. The Project Manager will submit notes to Contract Services on meetings with this personnel within two (2) working days of the meeting.

*4. Coordinates direct and conducts required staff training, including quality control, security, supervisory personnel, and proper methods, techniques, materials, and equipment to ensure quality and safe performance of duties. Reviews corporate training schedules with new staff as Melwood requires and conducts interviews for new and vacant positions. Recommends hiring to the Vice President of Contract Operations. 

*5. Ensures the proper scheduling of employees and sub-contractors to fulfill all contract requirements satisfactorily. 

*6. Oversees the preparation of quality control, security, snow plans, work schedules, and other projects, schedules, and reports required to fulfill the contract requirements, including  Form 64's for subcontract work and snow removal documentation.

*7. Conducts regular visits to all shifts at the assigned contract and submits timely reports to the Vice President of Contract Operations. 

*8. Reviews supply and equipment requests to ensure supplies and equipment are being used efficiently and within fiscal guidelines for the contract site. Provides security, identification marking, care, and proper use of supplies, equipment, and vehicles (where applicable) during the regularly scheduled inspection process. The Project Manager arranges for, in coordination with the Purchasing Manager, equipment maintenance needs.

*9. Ensures employee time sheets are accurate and timely, reflecting proper leave use and authorized overtime. 

*10. Reviews uniform, mop, and equipment rental invoices to ensure accuracy. Reviews all supply shipment delivery tickets to ensure that all items are received.

*11. Acts as the primary contact in case of an emergency, accident, incident, or worker problem on the contract. Provides initial investigation and report to Human Services. The Project Manager ensures the accuracy and timeliness of contact sheets, incident/accident reports, workers' compensation, and other required reports or records. 

*12. Ensures all other corporate administrative reports, documentation, and procedures are completed as the contract site requires.

*13. Work closely with the Vice President of Contract Operations in preparing yearly budgets, department goals, and contract pricing renewal packages, including preparing contract labor hour requirements and changes, developing supply and equipment requirements and changes, and other data required for contract pricing. 

*14. Facilitate/review safety training daily. 

*15. Follow up on Quality Control results and perform corrective actions. 

*16. Performs other duties as assigned. 

*Essential Functions

The Total Facilities Management Project Manager supervises all staff at the assigned contract site. 

SUPERVISION RECEIVED 

The incumbent is supervised by the Vice President of Contract Operations 

PHYSICAL QUALIFICATIONS 

The incumbent must be able to stand 50% of the work time and sit 50% and must be able to lift/carry 30 pounds and push/pull 30 pounds. These requirements are necessary to inspect work areas and carry out administrative duties. They must be able to climb, stoop, kneel, and reach to climb stairs; they must be able to hear and speak to communicate with supervisors, staff, contract officials, etc. Good vision and depth perception are required to inspect work areas and drive properly.

 QUALIFICATIONS

Some college coursework is required; Bachelor's degree is preferred with a minimum of five (5) years of Custodial & Facilities Management type experience with at least (3) years in a supervisory role. Secret Clearance Required. Experience must be in operating buildings of the same approximate size, scale, complexity, and building characteristics managed. This building is a single-location, multi-story office building in DC/MD. It is approximately 500,000 square feet. Experience in preparing budgets, pricing, quality control, and other contract plans and reports for sizeable custodial operation.

Must possess basic Microsoft Office computer skills, particularly Word and Excel. Must have good management, oral and written communication, and people skills. Experience dealing with high-level government and industry personnel and basic computer knowledge is required. Preference will be given to applicants with an existing industry certification (IFMA, BOMA). Must be able to work varied hours, including evenings. Must possess a valid driver's license as driving may be required.
