Soft Tech Consulting is seeking a highly motivated, self-directed individual to fill the role of a Project Manager (Development). This position will be in the Washington, DC area. The selected individual will join a collaborative team environment where they will provide expertise and guidance for client leadership, including defining the projects objectives, overseeing quality control throughout the project life cycle, and coordinating the efforts of team members in order to deliver the project according to plan. The Project Manager (Development) plays a key role in client relations, working as the primary point of contact. Key to the success of this position is the successful delivery of projects and effective communication to all levels of staff for reporting project status. Position offers remote capability.

Responsibilities Make commitments on behalf of the company in all administrative and technical matters related to the performance of tasks.Responsible for the supervision and direction of all contract personnel assigned to the contract.Responsible for the security enforcement and task reporting and coordination.Provides full service task management duties to manage and oversee assigned contractors.Discuss the client's technical, financial, and administrative issues with the COR, Division Chiefs, Task Monitors, the client's technical leads, and contractor employees on a scheduled basis.Primary point of contact on task orders between contractor staff and the client staff.Performs contractor reviews and coordinates daily and long-range task requirements.Support identification and selection of contractor staff.Plan work, control projects, and report progress;Prepared technical specifications for deliverables;Primary liaison between the contractor personnel and the COR.Guide and monitor development deliverables;Develop work standards and evaluate performance;Review team products to assure quality before delivery.Ensures that all of the client's security and confidentiality requirements and procedures are met for new hires and in-place contract staff, including the provision of signed Agency Agreements and credentialing documents.Assist users in requirements development;Create acceptance test plans and test cases, and conduct acceptance tests;Create systems analysis products;Create system design products;Create system test plans and test cases, and conduct system tests;
Write programs, develop unit test cases, and conduct unit testing.Identification of alternatives;Feasibility and cost/benefit analysis of alternatives;
Development of final recommendations for users and management.Ensure proper execution of the contract to meet the client's needs. Supervise employees in their assigned task areas. Qualifications At least five years of experience managing software development contracts.At least four years of experience as a technical team leader of software development staff.Experienced in all aspects of the systems development life cycle, from requirements through implementation.At least eight years of experience developing major systems, to include:Assisting users in requirements development;Creating acceptance test plans and test cases, and conducting acceptance tests;Creating systems analysis products;Creating system design products;Creating system test plans and test cases, and conducting system tests; andWriting programs, developing unit test cases, and conducting unit testingAt least five years of experience identifying, determining the feasibility of, and analyzing the costs and benefits of alternatives for new software, system configurations, or new system development life cycle approaches, which must also include:Identification of alternatives;Feasibility and cost/benefit analysis of alternatives; andDevelopment of final recommendations for users and management.At least four years of experience in client relations, working closely with the client to resolve contract, development, and personnel issues.At least three years of experience putting processes in place to assist in managing tasks or projects; providing performance appraisal and employee feedback support; assessing employee training needs and assisting employees in skill building; and recruiting, identifying, interviewing, selecting technical staff, and coordinating hires.Must have excellent written and verbal communications skills.Contract management must include the planning, staffing, and control of each task assignment.At least three years of experience in corporate on-site decision-making authority.At least two years of experience developing performance metrics which provide detailed analyses of staffing, requirements matching, and hiring.Knowledge of, and/or experience in, current technologies and their uses, to support application development, information management, Internet/Intranet environments, and COTS/GOTS.Professional background developing large, complex computer systemsMust have excellent written and verbal communication skills
