Project Manager - Diego Garcia

**This position is for a Construction Project Manager to lead the NAVFAC Far East (FE) Multiple Award Construction Contract (MACC) on Diego Garcia.

General Summary
This position is with J&J’s Engineering Solutions (“ENGS”) business unit. ENGS’s core business is working for the Department of Defense (“DoD”) and Defense Health Agency (“DHA”) to perform renovation, repairs and new construction of existing facilities, while they remain occupied and functional. Most of this work is currently conducted as a self-performing prime contractor, contracted by the U.S. Navy.

The Diego Garcia Project Manager (“PM”) position is the on-site, first-level management position for this NavFac FE Multiple Award Construction Contract (MACC). The position typically oversees a staff of approximately 10 direct report site supervisory personnel responsible for a project labor force of 100+ project personnel, executing on 29+ Task Orders. As a manager, the PM will work across an assortment of Task Orders and work with a wide range of customers and subcontractors. The PM is focused on, relationships, schedule, and budget.


Essential Duties and Responsibilities

Primary person responsible for schedules, budgets and on-site client relationships for assigned projects. Oversee the Estimating process for new RFPs/proposals. Develop the scope of work for subcontracts, negotiate buyout of subcontractors, and manage the subcontractors to the terms and conditions of the subcontract. Oversee project for entire lifecycle, from receipt of solicitation to closeout of project and receipt of final payment. Ensure site staff have necessary authority and resources to effectively carry-out their responsibilities. Through a combination of design consultants and in-house employees, directly lead and coordinate all design efforts. Ensure milestone compliance for design deliverables. Working through subordinate site staff, coordinate and manage all repair/renewal efforts for safe, quality, on time delivery of a project. Create and maintain cost loaded project schedules, for every assigned project, in its native software (Microsoft Project or Oracle Primavera P6, as determined by project requirements and PX), while also maintaining in Procore and RMS. Supervise the generation, routing for approval, and active management of project specific submittal register(s). Review and approve project specific plans prior to submission to Client of project specific plans (e.g. DQCP, PSQCP, AAPP, APP, AHA, etc.). May be required to temporarily fill site supervisory role (e.g., Superintendent, QCM, SSHO) to maintain schedule in a supervisor’s absence. Perform remote and onsite audits of documentation and work by site staff and subcontractors. Identify positive and negative trends. Generate action plans to improve negative trends. Work with the PX to continuously develop and revise processes in a manner that improves safety, quality, efficiency, and profitability. Foster professional development among the team. Always be working a succession plan, bringing people up through the ranks. Provide meaningful support to Business Development (“BD”) for strategic growth. Train, manage, and hold accountable site staff and personnel. Other duties as assigned.

 

Knowledge, Experience and Skill Requirements

Required experience: A degree from an accredited four (4) or five (5) year college or university program in one of the following disciplines is required by contract: Engineering or Architecture. Fifteen (15) years of experience managing a portfolio of construction projects similar to the type of work being performed on this project is required by contract. Must have experience leading large project teams. Must have experience leading multiple, concurrent construction projects. Desired experience: OCONUS project management experience with preference given to experience in Asia, Pacific or Indian Ocean areas, and/or Diego Garcia. US Navy and/or NavFac experience in or out of uniform. Demonstrated ability to lead a team of construction professionals and be the face of the company to the Client. Proposal estimating and development experience. Troubleshoot and navigate through contracting and subcontracting issues. Negotiate with subcontractors. Software proficiency: Procore Microsoft Office (Word, Excel, PowerPoint, Teams, SharePoint, OneDrive)


Physical, Environmental and Sensory Requirements

Position works in office areas as well as construction jobsites. Physical demands include intermittent sitting, standing, walking, and occasional bending, reaching, and lifting of objects, and safely walking rough and uneven terrain and avoiding hazards, obstacles and equipment on construction jobsites. Must be able to lift and carry 40 pounds. Moderate exposure to elements such as heat, cold, noise, rain, wind, dust, dirt, chemicals and moving machinery, typical of a construction site.
