Position Summary
Project Manager II (PM-II) position has single point accountability or can be under general direction of a Project Director or Senior PM. PM-II position is responsible for management, or assisting management, of all phases of project planning and execution to ensure project success factors are met. These include but are not limited to scope, schedule, cost, quality, environmental, safety, communications, security, and integration. The position is typically assigned a portfolio of “White” or “Green” ranked projects per the Project Management Center of Excellence Risk-Informed Project Ranking Process. Higher ranked projects with greater risk may also be assigned when accompanied with an Enhanced Support and Oversight Plan (ESOP).The position is accountable for a portfolio of assigned projects with Low to Moderate levels of risk that impact various levels of the Company, Senior Management or External Agencies. PM-II’s may be assigned projects with specific risk-informed requirements based on specific experience and skill sets.PM-II’s serve as unifying agents providing leadership, decision making, management, guidance, coordination, and control of overall projects in accordance with established policies, procedures, systems, and requirements of the Company. Progression to this level is based on experience, knowledge, skills and abilities, and should align with business unit personnel needs to manage the portfolio. The Project Manager II (PM-II) position is responsible for the management, or the assistance of managing, all phases of project planning and execution to ensure all project success factors are met, including but not limited to scope, schedule, cost, quality, environmental, safety, communications, security, and integration. This position is assigned to the Turbine Generator Project at Harris Nuclear Plant and Robinson Nuclear Plant. The PM-II serves as the unifying agent providing leadership, management, direction, coordination, and control of the overall project in accordance with the established policies, procedures, systems, and requirements of The Company. This position is considered a leadership position; minimum qualifications must be met to be placed within this position. Progression to this level is typically restricted on the basis of business need.
Provide leadership, oversight management, delegation and coordination to the various internal and external organizations that are providing services to the project (development, engineering, project controls, estimating, construction management, supply chain, legal, EHS, QA/QC, operations, communications, regulatory, security, fuels, transmission, etc.). The PM manages all matrixed members of the team on a daily basis and is responsible for interfacing with functional managers of team members, regarding placement, development and conflict resolution establish and maintain communications among all project/programs stakeholders. Structure, lead, and/or assist in leading all project related meetings and reports required to ensure open communication between all team members, key stakeholders, and management (monthly project reviews, kickoff meetings, weekly reports, monthly reports, etc.) and to properly report project status. Present reports to appropriate management / governance team skillfully. Plan the project (s) assigned to, including scope, schedule, cost, safety, and quality aspect of the project. Drive the process of project planning including scope definition, estimating, schedule formation and monitoring, cost control measures, procurement/contracting strategies, equipment selection, vendor selection, start-up and commissioning plans, and integration processes. This includes project planning and execution activities like scope definition, detailed design, construction, start-up and commissioning, turnover to operations, and warranty management execute projects according to plan within designed scope, cost and schedule limits.
Additional Responsibilities:• Responsible and accountable for all aspects of the project in accordance with corporate policies and procedures.• Ensures the project is integrated into the site business plan.• Develops, submits and maintains budget for approved scope of work.• Provides oversight ensuring the project team is selected in terms of capabilities, organization mix, and integration with other site organizations.• Manages the overall scope, schedule and budget in accordance with corporate policies and procedures.• Represents the project at pre-outage and outage meetings.• Serves as the primary contact relative to the projects contractual items.• Implements and maintains project controls and reporting mechanisms.• Staffs the Project Team.• Ensures assigned individuals are aware of responsibilities to fulfill required duties.• Provides oversight, direction, and support of assigned project team members.• Ensures contract requisitions and resource requests are initiated for supplemental personnel.• Tracks and quantifies project risks and discovery items.• Maintains action item list.• Communicates and tracks all milestones associated with project.• Leads project team meetings.• Ensures a clear understanding of project scope, schedule, and issues.• Serves as primary contact to support groups, responsible managers, project sponsor and others associated with the project.• Attends plant sponsored meetings providing project updates, work status, work priorities, work delays, schedule exceptions and upcoming critical activities.• Responsible for and maintains the project schedule.• Ensures readiness review of turbine work is conducted prior to start of outage.• Leads readiness review with Lead Supervisor and Turbine Specialist of project schedule, resource plan, risks, contingency plans.• Maintains a log of significant events and documents lessons learned.• Ensures post outage critique is conducted with project team and lessons learned are documented.• Monitors activities ensuring full compliance with site and corporate procedures.• Serves as badge sponsor for technical, vendor and specialty resources.• Serve as job sponsor for the following activities associated with the project:• Initiation of Em-Pact requisitions• Management direction and safety expectations for contract personnel.• Completed contractor EHS risk evaluations required to support the project• Approved invoices and timesheets for services• Completion of post work activity feedback for contractor performance
