General Summary:

Manages Light Rail Transit (LRT), commuter rail, and general civil engineering projects from design to construction in conjunction with applicable DART departments, government entities, consultants, utilities, and other relevant stakeholders for Dallas Area Rapid Transit's (DART) Capital Design and Construction Division of the Development Department.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Oversees the design and construction of DART capital projects.Manages assigned projects by leading consultants, contractors, and internal teams to ensure projects are designed and constructed with the public's safety at the forefront. Manages project performance to ensure they remain on schedule, within budget and scope, and comply with DART standards and procedures.Provides the primary interface between construction contractors, engineering, and the DART Development department.Must be adept at managing and mitigating risk through the design and construction processes.Oversees and participates as required in negotiating contract changes and supplemental agreements. Performs technical reviews of projects and prepares technical reports and correspondence.Makes formal presentations to staff, consultants, government entities, and other related parties, as required to communicate related project performance.Remains current on new industry trends, methods, and technology.Develops, implements, evaluates, and revises section policies, procedures, and standards.Prepares a variety of reports for management review.Develops, submits for approval, and monitors project budget(s) and contract values.Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the below-stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Bachelor's degree from an accredited college or university in Civil Engineering, Construction Management, or related field.Eight (8) years of progressively responsible experience managing contracts, negotiating disputes effectively, and working as an engineer or representative, including three (3) years of experience overseeing the work of consultants and directing staff, with four (4) years of experience managing engineering and/or construction projects. Transit or Class 1 railroad experience preferred. Registration as a professional engineer or architect in the State of Texas or the ability to acquire within twelve months is preferred.Valid Texas Class C driver's license, no Driving While Intoxicated (DWI) convictions within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months to operate DART non-revenue vehicles.Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.Proficiency in PC software applications, including Microsoft Office and other related software applications.Proficient in railroad track design and general drainage concepts. Working knowledge of federal, state, and local laws and regulations governing engineering and construction contracts.Working knowledge of CMGC, CMAR, or other non-traditional construction delivery methods is preferred.Working knowledge of coordinating with road authorities to install new or adjust existing at-grade crossings is preferred. Working knowledge of sustainability in terms of construction and maintenance and how to design in resiliency is preferred.High analytical and creative skills to find solutions to complex and technical problems.Excellent written and oral communication skills to effectively communicate with all levels of leadership internally and externally.Dedicated to meeting the expectations and requirements of internal and external customers.Ability to effectively manage multiple projects at once and prioritize appropriately.Ability to represent and speak on behalf of DART in front of local municipalities and government entities. WORKING CONDITIONS:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
