Project Manager-PeopleSoft Upgrade

Manage the activities and provide direction to the project team. 
Develop and maintain a detailed project implementation plan and schedule. 
Create and manage project documentation and deliverables such as the, Scope Documents, Risk log, Issues Log, Change Control log, Deliverables document, Status Reports and other project management office documentation. 
Lead the HR/CMS Project team that will be staffed primarily by CTR, HRD, ITD & contract employees, developing a cohesive team that will build the necessary forward momentum to achieve the goals and objectives of the project. 
Lead and manage the team through planning, requirements, analysis, construction, testing and deployment phases of the project. 
Facilitate team meetings and other group sessions as needed. 
Participate or lead special committees, if needed, which are formed to define policy, redefine business procedure and provide other strategic input to the project. 
Coordinate the Projects review of the deliverables and obtain appropriate signoff by stakeholders. 
Communicate project progress to stakeholders and other interested Commonwealth parties and balance the competing interests of the project stakeholders. 
Coordinate project activities among other Commonwealth departments and agencies such as Information Technology, Comptroller, Human Resource, and others.

REQUIRED SKILLS / EXPERIENCE: 
(5 years mandatory minimum experience): 
Experience with hands-on management of an implementation of PeopleSoft HRMS application version 9.1 or 9.2 (preferred). 
Project Management experience leading PeopleSoft HRMS projects. 
A very good understanding of PeopleSoft HRMS application 9.1 or 9.2 delivered features and functionality. 
PeopleSoft Time and Labor employee and manager self-service. 
Strong facilitation, communication, team building, negotiation and influencing skills. 
Experience with large organizations (50,000+ employee populations). 
Excellent verbal and written communication skills with the ability to communicate with all levels of the organization. 
Ability to lead internal focus groups for the purpose of gathering requirements. 
Analytical thinker and ability to analyze the application security current state and make recommendations. 
Experience with the full life cycle of a PeopleSoft implementation project. 

ADDITIONAL SKILLS / EXPERIENCE (preferred): 
Business skills and understanding are preferred over technical skills. 
PMI certification is a plus. 
Managing implementations with collective bargaining and unions. 
Labor distribution experience. 
Managing customers with 24 x 7 facilities. 
Time Collection Devices (i.e. TCD) experience. 
The Project Manager should also be technically proficient with PeopleTools, PeopleCode, Application Engine, Upgrade Manager, SQR, and SQL 
Microsoft office suite of tools (MS Project, Word, Excel, Power Point, Visio).
