Summary:
Working within Engineering & Construction (E&C) Project Controls, the Project Manager – Project Controls position will be responsible for working with E&C Project Managers and Directors to provide project controls support including planning/scheduling, cost management, risk management and reporting support throughout the lifecycle of capital growth projects.
Essential Duties and Responsibilities:
• Work with Project Managers and team members to plan the development and execution of major capital projects
• Lead planning sessions to develop and maintain program level and project level schedules with inputs from both internal and external functions
• Work with Project Managers and team members to development/consolidate project estimates
• Lead sessions to develop detailed risk registers and run a Monte Carlo analysis to provide project managers and leadership with cost certainty ranges
• Development summary schedules, capital outlay plans, estimate summaries and risk overviews for Project Funding Packages
• Work with project team to develop project specific execution plans related to project controls, contract management and overall project execution
• Support Project Managers in the bid package development and issuance, bid analysis, contract creation (ensuring critical progress deliverables are in the contract), and reporting of contractor progress
• Develop a progress and performance measurement plan for major contracts, and if warranted, develop an overall project progress measurement tool to ensure major milestones are earned and trending is on track
• Work with project contractors to ensure deliverables from their contracts are being met, progress reporting is timely and accurate, and all changes are documented properly
• Provide cost management support on major project contracts and assist the PM with forecast/variance analysis
• Update and maintain project schedules and provide analysis of variances to the project team
• Identify, Analyze, and Report major variances of contractor schedules to the Project Management Team related to completion of milestones, slippage of critical path items, and schedule variance
• Update Risk Register and support maintaining it throughout the project life cycle
• Ability to take direction and run down an objective to completion
Education and/or Experience, Knowledge, Skills & Abilities:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:
• Detail oriented with good organizational skills
• Knowledge and application of scheduling standards and practices involving ground-up (facility) and/or linear (pipeline) projects
• Must be able to interface effectively with all levels of internal and external customers
• Ability to work in a fast-paced environment with multiple concurrent assignments
• Additional work outside of normal business hours may be required
• Travel could be up to 25%, as required; role to be based out of Houston, Texas
Education/Experience:
• 8+ years of relevant work experience directly related to Project Controls, Engineering or Project Management in the Oil & Gas Industry with emphasis on Midstream (Pipeline).
• Bachelor’s degree in Engineering, Business, or Finance preferred.
• Further certifications through the AACE and/or PMI are preferred, but not required
• Proficient understanding of the full life cycle of ground-up and linear based projects from project initiation to closure
• Advanced knowledge and proficiency utilizing the following Software(s):
• Microsoft Excel and other Microsoft platforms
• Primavera P6/Microsoft Project
• Primavera Risk Analyzer
• Acumen Fuse/Risk
• SAP
• A Project Management Tool of any kind
• Advanced knowledge and proficiency utilizing scheduling add-ons to evaluate schedule integrity, risk, and program management.
Working Conditions:

• Usually, normal office working conditions.
• Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
• Occasional overnight travel may be required.
• Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
