HOW A PROJECT MANAGER WILL MAKE AN IMPACT:

Perform functional analysis, requirements, definition and module configuration and testing for HR SystemsDevelop functional requirements specifications, data mappings, function mapping, setting of configuration tables and setting of transaction/control tablesCoordinate projects across different organizationsUnderstand and analyze business processes and flows to enable the analysis of business requirements and the development of solutions for the business functionsUnderstand complex HR business functions and applications including SAP HCM, SAP S4/HANA or equivalentManage development projects from initial conception to production.Communicate using strong oral and written communication skillsUtilize Agile/Scrum processes and management tools such as VersionOneLeverage all phases of the Software Delivery Life Cycle (SDLC)Utilize an IT Service Management System such as ServiceNowFormulate and review deliverable items and ensure conformance with all prescribed standards and schedules as set forth in the Statement of WorkManage the day-to-day activities and ensure USPS is well-informed of all progress and issuesResponsible for the development and maintenance of project performance/status reportsInterface with customer project personnel, vendor, and key stakeholders on a continuous basisManages and is responsible for the successful completion of all tasks in assigned program area including technical work, schedules, milestones, deliverables as well as contractual and administrative tasks activitiesDirects program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems Develops key trusted advisor relationships with customers for which they are the point of contact.Assures quality of products, services, and deliverables, including participating in reviews and milestone eventsCoordinates and monitors professional services activities, if needed Monitors all action items to ensure timelines are being metPrepares and provides various briefings, reports, and technical reviews to senior management as requested and milestone events related to project execution.Ensures compliance with relevant government policies and standards, participates in special projects as required, and possesses a technical understanding of DevSecOps​Provides technical, administrative, and operational management to assigned projects or task(s), participates in the development of technical project plans, proposals, reports, schedules and task order and administrative reportingMay perform high level technical services on assigned task(s), conducts planning, and provides recommendations to client on task workload, manages risk tracking process, and attends customer meetings and may serve as client liaison.Interacts with vendors, other agencies, and other client staff and stakeholders, coordinates development of deliverables and products, ensures quality assurance of project deliverables, and maintains current knowledge of relevant technology as assigned

WHAT YOU’LL NEED TO SUCCEED:

Education:

A bachelors degree from an accredited College/University in the applicable field of services (preferred). In lieu of degree, an additional 4 years of relevant work experience is required.PMP certification is desired

Required Experience:

8+ years of related professional experience required, with at least 3-5 years’ experience in software development is preferredMinimum of 3 years’ experience managing projects

Required Skills & Abilities:

Proficient ability and skill in communication, leadership, organization, time management, budget management, risk management, problem-solving, adaptability, and teamworkFamiliarity with Agile/Scrum processes and management tools such as VersionOneProficient in Agile/Scrum methodologiesProficient knowledge and experience of SDLC practicesKnowledge in Change Management and Configuration Management

Security Clearance Level:

Ability to obtain and maintain a Public Trust clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprintingThis position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions). Non-U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 90 days consecutively in the last 3 years.

The likely salary range for this position is $104,895 - $141,917. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
