Environmental, Operations and Construction (EOC) operates within HDR’s Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. EOC delivers quality engineering, environmental, and construction management services at competitive prices.


In the role of Project Monitor, we'll count on you to:

Have strong interpersonal skills to maintain a positive working relationship with the client and contractorsMonitor, document, and report on active facility projectsReview and analyze contract designs, specifications, and submittals to verify compliance with the RFP and governing regulationsManage and track RFIs, official correspondences, construction reports, inspections, and other contract documents and informationCoordinate with other project team groups such as design, procurement and accounting - having an effective communication approach to help facilitate confirmation of construction contract complianceDocument and maintain record of communication and coordination between the Project Manager, Design Manager, Contract Specialist, Contractor, project technical team, client, and others as appropriateCoordinate mandatory post-award contract meetings, preconstruction conferences, partnering meetings, acceptance meetings, design review meetings (as applicable), coordination and mutual understanding meetings, Red Zone meetings, and final inspectionsMaintain a current record of project progress and coordinate key milestone dates for MARFORRES staff and units. Provide project status updates to senior personnel within the MARFORRES office or supported CommandAssist MARFORRES in tracking modifications to scope, cost, and/or schedule based on collaboration with the supported Command, designer, and/or other entitiesAssist MARFORRES with Project Closeout CoordinationPerform other duties as neededTravel throughout various projects sites in the United States – up to 50%Preferred QualificationsTechnical school or Associate degreeBachelor's degree in Engineering, Architecture, Construction, Construction Science or closely related field. Experience can substitute for degree type5 years of experience in various aspects of construction planning and management, including but not limited to estimating, cash-flow analysts, bidding, preparing and administering purchase orders and subcontracts, scheduling, cost control, etc.Experience with construction management software packages and Prolog, Primavera, and other construction scheduling softwareExperience with Project Net / Dr. ChecksExperience in working with clients and contractors to facilitate a positive and productive environmentConstruction or design certificationsAbility to interpret construction schedulesExperience with Federal construction processes and proceduresExperience in leadership and supervisory positionsUnderstand military rank and chain of commands, and basic customs and courtesiesPossess an active DOD CACRequired QualificationsHigh School diploma or equivalent A minimum of 5 years experience Proficient with MS Office (Word/Excel/Outlook) Strong written communication skills Ability to work independently and as part of a team This position typically requires successfully passing drug-screening procedures prior to being hired; thereafter subject to random and cause drug and alcohol testing An attitude and commitment to being an active participant of our employee-owned culture is a must
