Project Scheduler
Description An Electric Utility that services WI and IA customers. Projects: Multiple projects for sure. They have projects at various stages - up-front planning efforts to full construction. Any project they are assigned to will be in some state of progress. We are heavy into renewable energy (Solar & Wind) and maybe be looking at some Combined Cycle as well. Successful candidate will need to be involved in multiple projects at the same time, but I will try to keep them within the same program of projects The Project Control Specialist is responsible for the implementation and execution of project controls related work on strategic construction projects. Responsible for the scheduling and cost functions of the project from the development phase through to final project close-out. This includes, but is not limited to, project progress measurement, schedule analysis, cost forecasting, preparation and input of updated cash flow forecasts, and for contract oversight and administration as needed. Primary Accountabilities - Interfaces with Project and Corporate teams on all items related to the execution of the project and/or program. - Team: I have a team of 7 project control specialists, 2 document controllers and myself. The successful candidate must be able to fit in personality-wise with the team. That just means being cooperative and helpful. We all work to support each other as needed. Functional direction will come from me. But the day-to-day needs of the construction projects would be dictated by the Project Managers. - Acts as the lead resource (subject matter expert) on all project controls related items, including compliance with project specific contractual/commercial terms. - Provides training to company and partner users as necessary to support the effective implementation of contractual scheduling and reporting requirements as well as oversight on training for the use of the Document Management System. - Prepares and maintains a detailed project estimate and ongoing forecast. Ensures the forecast reflects current assessed risks, pending change orders, and contingency. Ensures the corporate outlook models are accurately updated to reflect the current forecast. Monitors and provides early identification and communication of cost performance related to approved amounts from internal and external entities. - Interfaces and coordinates with corporate accounting and finance to ensure proper project accounting and forecasting. - Provides guidance on the use and function of the company’s Document Management System (Unifier) including transmittals, submittals, Requests for Information (RFI), letters, faxes, emails, electronic filing and similar tasks. - Performs detailed schedule reviews and analysis to monitor compliance with contractual dates and to validate progress is accurately reflected and reported. - Advises the project team of areas where performance indicates concern and recommend solutions. - Monitors leading indicators of project risks and communicate to project team, as well as work to resolve the issue. - Provides detailed action plans as necessary to support the construction effort. - Performs quantity takeoffs as needed to validate estimates, pricing submissions and progress. - Interfaces as necessary with vendors, contractors, suppliers, and other service providers to ensure accuracy of cost and schedule data. Supervision - Performs work under the supervision of a Manager. From employee: Core Project Controls resource for several large strategic projects, supporting the Wind Expansion Program, the IPL Solar program, and many other smaller projects. • Developed a new cost report that has since been widely adopted by the Strategic Projects department and utilized on all other large construction programs. • Maintained Owner’s schedule, reviewed all contractor schedule transmittals, and maintained project cost reports. Responsible for all day-to-day project controls duties. • Led the effort to review and negotiate Project Controls commercial terms on several large contracts. Ensured Alliant Energy is receiving the most comprehensive Project Controls in any contract being negotiated. • Part of the team that developed and managed the cost cap for the IPL Solar regulatory filing. Experience with Oracle Primavera Unifier preferred. - Experience with UIPlanner corporate financial modeling system. - Knowledge of electric and steam generation operations preferred. - In-depth knowledge of construction contracting methodologies including EPC, Lump Sum, Unit Price, Time and Material, Cost plus, etc. - Ability to interpret contract terms and apply them to different scenarios to determine entitlements during project execution, and the ability to negotiate change orders. - Understanding of corporate financial reporting requirements.
